What does the Division do?

The Division of Banking and Financial Institutions is responsible for the supervision, regulation, and examination of state-chartered depository financial institutions which include banks, trust companies, mutual savings and loan associations, and credit unions; and non-depository entities which include consumer loan companies, sales finance companies, deferred deposit lenders, escrow businesses, mortgage brokers, mortgage lenders, mortgage servicers, and mortgage loan originators.

The Division’s mission is to protect Montana citizens by regulating state-chartered and licensed financial institutions under its supervision.The Division is committed to preserve and promote sound and constructive competition among financial institutions; the dual federal and state banking system, and the security of deposits. The Division seeks regulatory coordination and cooperation as well as regulatory parity among financial services institutions while encouraging diversity in financial products and services.

What is this career opportunity?
 We are looking for a leader to join our team as the Daily Operations Manager to supervise the licensing, administrative and consumer contact personnel at the Banking & Financial Institutions Division totaling three direct reports.

This position is responsible for:

·Managing vendor records, invoices, and billing for all BFID programs within Statewide Accounting, Budgeting, & Human Resource System (SABHRS) including calculation of assessments and licensing fees to meet program requirements,

·Ensuring strong internal controls and separation of duties amongst administrative staff,

·Managing and reconciling all revenues and expenses for the Division by program in accordance with statutory mandates,

·Supervision of administrative personnel and support of the Division’s depository and non-depository bureaus, and

·Providing consumer education and assistance regarding financial services products.

Responsibilities include establishing and maintaining policies and procedures for internal processes governing licensing and enforcement, assigning projects based on workloads, developing and executing efficiency plans, tracking Division metrics on licensing, supervision and consumer complaints, providing agency training on business processes, onboarding new employees, acting as the BFID liaison with SITSD and other miscellaneous supervisory and project management tasks.

What are we looking for?

Education and Experience:

·Associate’s or Bachelor’s degree in Management, Administration, Planning or related degree; AND

·Five years’ experience in agency budgets, internal controls and licensing compliance; AND

·Demonstrated ability to supervise and lead, OR

·Alternate combinations of education and experience will be considered on a case-by-case basis.

Competencies:

·Statutes and regulations governing financial services businesses in Montana,

·Montana Code Annotated (MCA) applying to state agencies including records retention,

·Basic knowledge of the administrative rules process.

·Provide excellent customer service

·Build working relationships

·Communicate effectively and diplomatically, both verbally and in writing with staff, bureau and division management, auditors, and agency staff, with varying levels of technical knowledge

·Provide basic technical support for all Division technology applications

·Assist the public with challenges concerning financial transactions and contracts

·Maintain, update, and follow policies and procedures, as well as identify operational efficiencies

·Prioritize workload and juggle multiple projects with strict deadlines

·Plan, organize, gather information, and conduct research

·Resolve issues using critical thinking skills

Provide leadership, vision, and direction for staff, as well as guidance and encouragement
