Job Summary:

The Deputy Assistant Director for the Audit District fulfills several critical functions for the Department:
-Serves as subject matter expert for substantive audit matters with the IRS, other states, federal, tribal, city and local government, and the general public.
-Provides strategic leadership for customer service and delivery program management, ensuring they meet the needs of taxpayers and conform to Arizona law.
-Directs the day-to-day operations of the Audit District, which comprises four units: Corporate Income Tax Audit, Individual Income Tax Audit, Special Services, and Transaction Privilege Tax Audit.
-Works collaboratively with the Department’s 91 City/Town partners.
-Serves as the last point of escalation to the Assistant Director of Education and Compliance (E&C) for complex audit matters and with recommendations for closing and settlement agreements.
-Assists with directing, developing, implementing, and evaluating audit policies and procedures that are consistent with Federal and State statutes and regulations and oversees the operations accordingly.
-Develops and monitors District budget and expenditures.
-Establishes District goals and objectives.
-Ensures the Audit team is focused on our Mission, drives toward our Vision, and abides by our Core Values.

Job Requirements:

Education & Experience
-Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as a Master’s Degree (e.g., M.A), training, coursework, and work experience relevant to the assignment.
-Minimum of eight years related experience in municipal, state, or federal government tax and audits
-Minimum of 3 years in leadership capacity leading leaders
-Previous experience defending audits in a legal setting

Licenses & Certifications
Chartered Professional/Certified Public Accountant (CPA) or similar (e.g., Certified Internal Auditor (CIA), Chartered Global Management Accountant (CGMA), Certified Management Accountant (CMA), etc.)

Knowledge and Understanding
-Knowledge and Understanding of Generally Accepted Auditing Standards (GAAS) & Generally Accepted Accounting Principles (GAAP)
-Working knowledge of Generally Accepted Government Auditing Standards (GAGAS)
-Knowledge of Federal, State, and Local tax statutes, regulations, and procedures

Skills
-Exceptional verbal, written, and listening communication skills
-Excellent interpersonal skills and demeanor
-Strong organization and time management skills with the ability to manage multiple projects simultaneously and work in high-pressure situations
-Effective project management skills with the ability to lead, direct the work of teams without formal supervisory authority
-Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook, Word and Excel, PowerPoint; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive.

Abilities
-Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety
-Ability to build strong stakeholder partnerships with professionalism, credibility, initiative, self management, and reliability
-Ability to work with a high degree of autonomy and also participate collaboratively as part of a team
-Ability to consistency demonstrates a high level of emotional intelligence and political savvy
-Ability to understand and solve problems by applying advanced analytical skills to include collecting, integrating and analyzing all relevant data and information and reduced that information down to manageable components and/or charts, diagrams or graphs; identifying a number of solutions to complex problems integrating findings from several different disciplines, identifying and evaluating the various options developed and selects the most effective solution; drawing logical and objective conclusions from the data and validates them as the prime cause and contributing causes; identifying a number of solutions to the problem by identifying and evaluating the various options developed and selects the most effective solution.

Additional Job Demands
-In the course of performing essential duties, one must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
-No substantial exposure to adverse environmental conditions (such as in typical office or administrative work.)
-Travel up to 5% of the time
