Job Description:
Performs complex (journey-level) project management work specifically related to interpreting applicable Life Safety Code and related codes and standards, International Building Code and related codes, and Joint Commission accreditation standards as they apply to the State Supported Living Centers/State Hospitals and determines their application and enforcement. Work involves coordinating the assisting in the planning of physical plant maintenance, renovation, and operations with safety officers, maintenance staff and others responsible for compliance with applicable Codes and standards. Work will include project review from initiation through various levels of completion to completion and final project review. Work involves development of Code training programs, providing Code inspections and oversight of work performed by contractors. Works under general supervision, with moderate latitude for the use of initiative and independent judgment

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Monitors and manages cited code violations, assists in completing written responses, reviews correction plans, and mitigation actions to ensure they fulfill the life/safety requirements and code interpretations of outside regulatory agencies including the State Fire Marshall, Joint Commission and Texas Department of Licensing and Regulation in partnership with the State Supported Living Centers and State Hospitals. (25%)

Monitors and manages project designs to ensure that project plans are acceptable, fulfill the life/safety requirements and code interpretations of outside regulatory agencies including the State Fire Marshall, Joint Commission and Texas Department of Licensing and Regulation. (20%)

Assist in the development, oversight, and review of capital construction projects related to Life/Safety issues to ensure compliance. Reviews the same projects during construction and upon completion for compliance and ensures testing of systems as needed. (15%)

Communicates code requirements and responses to architects/engineers and contractors and communicate code applicability to facility buildings, operations and use. (15%)

Provides training in the interpretation, application and enforcement of applicable codes and standards as needed for facility personnel and department staff. (15%)

Performs surveys of existing conditions of State Supported Living Center and State Hospitals buildings for potential violations and code enforcement. (5%)

Perform other responsibilities for special projects needs of the department as needed. (5%)
Knowledge Skills Abilities:
Knowledge of project management theories and practices applicable to life/safety codes of health care or long-term care facilities and procedures used to evaluate a third-party vendor’s plans, designs and installations; and state, and federal laws and regulations relevant to the administration of the life/safety code provisions.

Skill in project monitoring, in addressing changes to building systems, and in the use of a computer and applicable software.

Ability to manage project activities, to establish project goals and objectives, to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate facilitation skills, to identify project risks and gaps, to prepare reports, and to communicate effectively
