Summary

This Legacy Restoration Fund (LRF) position supports the National Park Service in the formulation of projects for the management, maintenance, repair and construction of NPS facilities, including buildings, utilities, trails, roads and other physical assets. The incumbent will be principally working with funded projects and may also provide project management expertise to funding sources for any high-cost projects.

Duties

MAJOR DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

Works with parks to analyze facility problems or needs; gathers data necessary to describe and understand the problem or need and assists parks in developing a project need statement and justification. Helps parks evaluate different funding resources that could be used to move the project forward. Creates basic project outlines and budgetary cost estimates with the support of technical staff or Architect/Engineering (A/E) Services, providing support to park management seeking prioritization for a variety of regional and national funding programs. Assists in the creation of detailed project cost estimates, and contributes to project narratives (descriptions, justifications, criteria, etc.); maintains a working understanding of the role and operation of NPS facility and project management software tools. Assists with the development of schematic design alternatives that meet the requirements determined during Pre-Design. A Class C cost estimate is prepared for each alternative. Participates in the design process for new facilities, or modifications to existing facilities, to meet the project goals as determined during schematic design. This may include review of detailed design drawings created using computer-aided design software, and/or review of construction specifications to current industry standards. Serves as a source of technical expertise for the National Park Service, answers questions for parks and colleagues and keeps their supervisor informed when potential projects arise. Provides assistance to the Contracting Officer (CO) by developing a design scope of services, including information on scoping and pre-design. Work may also include developing scopes of work for Design-Build contracts; prepares an independent government estimate of professional services costs, and assists the CO in selection of, negotiation with and award to an AE contractor.


This is a term position with an initial appointment expecting to last at least 2 years but may be extended based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Conditions of Employment

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. DIRECT DEPOSIT: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. DRIVER'S LICENSE: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. UNIFORM: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. WORK SCHEDULE: You may be required to work on-call, evenings, weekends, holidays, and overtime. PROBATIONARY PERIOD: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You will be required to complete a one-year trial period. You may occasionally be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-09/25/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

IN ORDER TO BE FOUND QUALIFIED FOR THIS POSITION, YOU MUST MEET BOTH THE BASIC REQUIREMENT FOR THE JOB SERIES YOU ARE APPLYING FOR AS WELL AS MEET THE SPECIALIZED EXPERIENCE.

BASIC REQUIREMENT FOR GENERAL ENGINEER, GS-0801, CIVIL ENGINEER, GS-0810, OR MECHANICAL ENGINEER, GS-0850:

A. Possess a Bachelor's or higher degree in engineering. To be acceptable, the program must: (1) lead to a Bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Possess a current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. (Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.)

OR

C. Have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

OR

D. Have successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

OR

E. Have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a Bachelor's degree in engineering, - AND have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Professional engineering experience is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. (YOU MUST INCLUDE COLLEGE TRANSCRIPTS).

BASIC REQUIREMENT FOR LANDSCAPE ARCHITECT, GS-0807:
A. Possess a Bachelor's or higher degree in landscape architecture or landscape design. OR
B. For each year short of graduation with a Bachelor's degree as described in A, have 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design and experience or study that included site planning; layout of circulation patterns; grading and drainage plans; planting plans; collaboration with architects and/or engineers; and the supervision or review of landscape construction. (YOU MUST INCLUDE COLLEGE TRANSCRIPTS).

BASIC REQUIREMENT FOR ARCHITECT, GS-0808:
A. Possess a Bachelor/s or higher degree in architecture; or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR
B. Possess a combination of education and experience. This involved college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. (2) Experience: One year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (YOU MUST INCLUDE COLLEGE TRANSCRIPTS).

AND

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Communication and problem-solving skills in negotiating, facilitating, motivating, persuading, problem identification and resolution, conflict resolution, anticipating and avoiding problems and providing leadership to accomplish work through others for design and construction projects. Technical knowledge and experience in the fields of Engineering, Landscape Architecture, Architecture, Civil Engineering, and/or Mechanical Engineering in relation to construction projects, to include experience in reviewing plans and specifications, and performing work in support of complex design and construction projects from inception through completion. (YOU MUST INCLUDE HOURSPER WEEK WORKED).

VOLUNTEER EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
