Job Description:
Under the general supervision of the Director of Operations and Section Director of the Maternal and Child Health (MCH) Section in the Community Health Improvement Division, the Financial Analyst III will perform advanced budgetary analysis and monitoring of technical and program-related projects and procurements. This role is key in supporting expenditure forecasts, assessing financial and operational impact, and ensuring alignment with budgetary goals and operational objectives for the MCH Section. The position will be responsible for coordinating and administering financial processes and systems within MCH, emphasizing the development and evaluation of budgetary data. The work involves a thorough examination of budgetary projections, analysis of financial data, and the implementation of management practices to ensure compliance with federal and state laws, as well as DSHS policies and regulations related to budgeting and procurement. This position operates under minimal supervision, with considerable latitude for the use of initiative and independent judgment. (40%) Financial Analysis and Reporting. Administers the financial aspects of MCH Section programs and operations. Plans, reviews and reports on the financial analysis of MCH projects and procurements. Prepares, reviews, analyzes and/or approves financial reports, budgets and expenditures. Verifies source documents, correspondence, data and other written materials underlying program budgets and financial reports. Makes recommendations to management regarding allocation of financial resources to meet strategic objectives and improvements to the efficient utilization of funding and staff. Coordinates the development and management of MCH financial reporting processes, procedures, and forms to support program activities. Reviews projects for financial completeness, compliance with financial standards, uniformity in methods and adherence to financial statutes, agency rulings and procedures. Researches and prepares financial information for reports and presentations as required.

(35%) Compliance. Performs advanced financial analysis, monitoring, reporting and regulatory work related to federal block grant management, including expenditure forecasts; financial, budget and operational impacts; performance measures; and project deliverables. Prepares financial information for grant applications, monitors and manages grant funding, and assists with other grant financial functions as applicable. Work involves the examination, investigation, and review of accounting records, financial statements, reports, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies and regulations for related projects and procurements.

(10%) Strategy and Appropriation Financial Analysis. Works with the section and division offices to monitor, review, and analyze expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish programmatic requirements. Assists with the preparation and development of the legislative appropriation requests (LAR), as needed. Ensures accuracy and conformance with instructions. Prepares, reviews and analyzes cost estimates and fiscal notes for proposed legislation. Reviews fiscal impacts of proposed rules for adoption. Measures the impact of existing and proposed state and federal legislation on MCH programs. Works with the appropriate areas of DSHS and the division office to respond to budgetary inquiries from the legislature, Governor's Office, state and federal agencies, and the Legislative Budget Board. (10%) Financial Point of Contact. Serves as the primary financial resource and point of contact for MCH Section staff, providing guidance and technical assistance related to financial and budgetary matters. Meets regularly with management, program staff and others regarding financial matters. May train program staff on financial policies and procedures.

(5%) Performs related work as assigned.
