Financial Analyst III
The (functional title) works under the Grants Team Supervisor in the Operations and Business Services Unit (OBS) in the Regional and Local Health Operations Division (RLHO). This position is eligible for a hybrid work schedule where the selected candidate may work remotely part of the time and in the office part of the time. Selected candidates must be able to report to the Austin, Texas office location as directed to fulfill essential job functions.
Primary Responsibilities:
•Financial analysis and monitoring of technical and program operations, projects, and procurements that support administration of federal awards, revenue and expenditure forecasts, financial and operational impact, performance measures, and project deliverables.
•Assists with the preparation and development of federal grant applications and other grant actions.
•Examination, investigation, and review of financial data, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, regulations, for operations, related projects, and procurements.
This position will be working closely with internal and external groups to complete essential job functions. Candidates must have excellent verbal and written communication skills, collaboration skills, critical thinking skills, time-management skills to organize, prioritize, and effectively manage multiple projects and deadlines, and the ability to work independently to make administrative and technical decisions.
Essential Job Functions:
(30%) Provides advanced financial support and technical assistance in the preparation of federal grant applications and the administration of federal awards for RLHO Division. Coordinates with DSHS programs and divisions to obtain specific budget costs and details for salaries, travel, trainings, supplies, and contracts. Works closely with other agency staff to complete applications, budget revisions, requests, and grant closeouts to fully expend and report on federal. Interprets and budgets federal awards appropriately and timely, ensures invoices are paid accurately and timely, and tracks recurring purchases and timelines to initiate renewals on time. Provides leadership on procurement, contract, and purchase activities to ensure program needs are met. Ensures appropriate documentation is retained for audits.
(35%) Performs advanced financial analyses and projections and monitoring and reporting work with a particular emphasis on federal funds. Work includes revenue and expenditure forecasts, analysis of financial, budget, and operational impacts, and monitoring performance measures and project deliverables. Ensure funding sources are expended in accordance with federal and state requirements and communicates findings for resolution. Uses CAPPS Financials, Excel, Quickbase, and related software and works with internal partners to monitor, review, and analyze revenue and expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish programmatic requirements. Develops reports, findings, recommendations, and tools to assist in fund monitoring and resource allocation. Escalates and assists in the coordination and resolution of financial risks as necessary with RLHO programs and leadership.
(15%) Coordinates financial status analyses of projects and procurement, prepares and reviews the annual budget load, federal grant reports, task profile changes, grant actions, and ensures the Division meets reporting requirements. Verifies source documents, correspondence, data and other written materials underlying program budgets and financial reports. Participates in the development and management of RLHO financial and procurement processes, procedures, and forms to support program activities. Reviews operations and projects for financial completeness, compliance with financial standards, uniformity in methods, and adherence to financial statutes, agency rulings, and procedures. Researches and prepares financial information for reports and presentations as required.
(15%) Serves as a financial resource and contact, providing guidance and technical assistance. Works and meets regularly with agency partners to meet programmatic and operational needs. Meets with internal and external partners to provide technical assistance related to federal and state funds. Trains staff on processes and procedures related to budgeting, spending, and monitoring federal and state funds. Works with the Centers for Disease Control and Prevention (CDC) assigned project officer and grants management staff as needed to administer federal funds. Participates in audits as needed.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations Plan (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements. Knowledge Skills Abilities:
Knowledge of performance measures and grant funding activities, budget management and accounting policies, practices, and operations, and state and federal laws and processes relating to contracts and grants administration.
Skill in analyzing financial data; identifying problems, evaluating alternatives, and negotiating and implementing solutions; writing analyses, proposals, standards, and reports; and using computer application software such as Microsoft Office Suite (Excel, Word, etc.).
Ability to manage budget and financial activities for programs, analyze systems and procedures, develop and evaluate financial and budgetary policies and procedures, prepare concise reports and correspondence, and to train others.
