Division Overview
The Conservation and Resource Development Division (CARDD) is responsible for providing technical and financial assistance to local governments, state agencies and private citizens for conservation, development, protection, and management of the state's natural resources.
Program Overview
The Reclamation and Development Grant (RDG) Program Specialist within CARDD administers the multimillion-dollar reclamation development and critical state need grant program (“Program”) which includes over $10 million in planning and project grants in a biennium.

Grant Management Outreach and Technical Assistance Program Improvements Regulatory Compliance ReportingMontana Environmental Policy Act (MEPA) Coordination
In general, MEPA coordination requires intellectual analysis and evaluation in applying the law, rules, guidelines, and case-law precedents that ensure legal compliance with the Montana Environmental Policy Act. Assists the MEPA Coordinator in the Conservation and Resource Development Division by understanding environmental laws that impact applications to CARDD grant and loan programs.This includes clarifying situations where MEPA application involves vague concepts that are disputable and could be subject to legal challenge by searching for procedural and legal precedents, consulting with staff attorneys and management team members, and communicating resulting policies to Division staff. Participates in the drafting, reviewing, and editing of MEPA documents for the CARDD Division. Participates on project teams to ensure efficient compliance with MEPA; direct the appropriate levels of analysis and documentation; and compile and edit MEPA documents. Works with MEPA Coordinator and CARDD staff to draft language and tools to produce templates for environmental analysis, public notice, and application guidance.APPLICATION AND SELECTION PROCESS:

Minimum Qualifications (Education and Experience):
Bachelor’s degree with a major study in physical science, biology, natural resource management, engineering, industrial hygiene or public administration. Other combinations of education or experience may be substituted.Physical and Environmental Demands:
General office work setting with occasional travel to remote locations of projects to oversee progress or conduct field work.
Core Competencies:
Knowledge of state and federal statutes pertaining to environmental protection and water resource management principles and practices; knowledge in geology, hydrology, biology, or engineering is preferred.
Knowledge of grants management and contract administration, program management concepts and procedures; procurement process and law.
This position requires the ability to work with public and agency managers and communicate effectively verbally and in writing; to assimilate technical information, evaluate this information and make recommendations as to what action to take; to plan organize and manage a variety of projects; to evaluate and apply state and federal rules, statute and policy.
Special Information : Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
