Scope of Position:


Under the close supervision of the Accounting Administrator I (Supervisor), the incumbent will perform entry level/professional accounting tasks to gain knowledge of governmental accounting, auditing, and financial reporting. The incumbent will learn and utilize applicable state laws, and the procedures prescribed by SCO. The incumbent will assist in performing analytical duties relative to the publication and transparency of financial reports of local government entities.

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

Perform an analysis on the less complex financial transactions reports (FTRs) submitted by local government agencies to ensure compliance with laws, regulations, and uniform accounting procedures; to ensure accuracy of transactions, accounts, and records; and to identify significant events and/or data. Based on analyses, advice local government officials of findings of compliance and/or the need for additional information or corrections to resolve reporting problems. Communicate with accounting personnel of local agencies (fiscal officers) and report preparers from Certified Public Accountant (CPA) firms to resolve discrepancies or reporting errors. After receiving clarification or resolution, update data and create corrected entries using the Local Government Reporting System (LGRS) Online. May involve travel to locations throughout California to prepare FTRs for non-compliant entities. Assisting the analyst in conducting training or presentations to internal and external stakeholders, as needed. Assist lead analysts with reviews of legislative bills and Governmental Accounting Standards Board pronouncements to identify information that may be relevant to changes in accounting procedures and reporting forms for SCO and local government agencies. Participate in special projects, as requested, and provide accounting assistance in other reporting sections as required in meeting all publication deadlines.
