Scope of Position:

Under general direction of the Division Chief or Assistant Division Chief, the Financial Accountant IV manages and participates as a team member in the Bureau of Fiscal Systems and Transactions (BFST), representing the State Controller’s Office (SCO) – State Accounting and Reporting Division for purposes of implementing its statutory statewide control agency accounting functions within the Financial Information System for California (FI$Cal). The incumbent actively participates as a member of the Executive team in numerous project activities with SCO, FI$Cal team members, project staff, Partner Agencies, and state departments. In addition, the Financial Accountant IV is responsible for implementation and transition of SARD into FI$Cal in which the section develops, designs, and tests the statutory control accounting functions, business requirements and processes, and confers with SARD Executive, home staff and the FI$Cal team at all levels, communicating project status, identifying risks and issues, reviewing decision and design documents, developing and providing training, and completing Project tasks.

Duties and Responsibilities:

Plan, organize and direct the work of technical and professional staff who perform the most critically sensitive, complex and unique Project activities related to the implementation of SARD’s statewide control agency financial accounting functions in FI$Cal.  During pre- and post-implementation, perform highly complex and technical analysis and research to determine appropriate action, develop alternative solutions, provide support for recommendations and implement solutions.  Plan, organize, direct and supervise financial accounting professionals, responsible for the complex analytical reviews and approvals, manage the compilation of financial accounting records for governmental and non-governmental cost funds. Manage the comprehensive system of the centralized financial accounts including a multitude of automated, complex financial accounting systems; tools used to record, analyze financial accounting transactions to generate statewide certified legal financial reports. Manage and actively participate in the analysis and development of FI$Cal financial components to fulfill the most complex and unique State requirements. Analyze, design, develop, and test financial systems and components using system configurations, conversions, interfaces, extensions, forms, queries, and reports for critically sensitive and complex financial transactions.  Direct, plan, organize, oversee and assist BFST staff to transition SARD home staff into FI$Cal through knowledge transfer, training, and provide production support. Prepare and facilitate meetings and discussions regarding changes to departmental and statewide control agency financial accounting business processes.  Collaborate on the Chart of accounts to ensure that account structures will facilitate the cash, modified accrual, and full accrual bases of financial accounting requirements.  Analyze existing and proposed financial accounting and reporting standards and policies to assess opportunities for process reengineering while ensuring system integrity. Oversee financial data management functions. Lead SARD’s strategy in overseeing how the division captures, maintains, and applies financial data and information to support key business initiatives.  Oversee the translation of business initiatives and goals into analytical questions. Lead the identification of critical metrics, data analysis, and the development of reports, visualizations, and graphics. Understand the context of business questions and data sources and interpret findings.  Promote a data driven culture, and optimize the use of data to support business decisions. Oversee database exports and data manipulation. Support leveraging legacy data assets and implementing modern data analytics tools. Advise on data engineering tools and practices. Oversee the development of test scripts, scenarios, and conditions to ensure system and process integrity.  Create and maintain internal SARD procedures paralleled with FI$Cal job aids. Participate in professional education and technical training to keep apprised of new financial accounting rules and regulations, financial accounting systems, processes, and procedures.  Direct the development of programs and materials to provide formal and hands-on training and support to develop superior and subordinate financial accounting staff as future trainers.  Collaborate with SARD Executives and staff, and other Division managers and Executives, to evaluate legislative and/or program changes and troubleshoot operational problems that occur in the state’s current financial accounting legacy systems and the FI$Cal.  Identify and evaluate internal controls and business processes to provide risk assessments, quality assurance, and mitigation strategies.  Oversee the data cleansing and data conversion of existing legacy financial accounting data. Communicate, provide and receive feedback and clearly articulate financial data to Executives and all levels of state staff both internally and externally.  Oversee the compilation, documentation and analysis of current as-is and future to-be processes containing unique and sensitive financial accounting information.  Implement change management strategies within the Division, other Divisions, and among external stakeholders.  Participate as a member in a statewide team consisting of Executives from all partner agencies (SCO, DOF, STO, and DGS) tasked with resolving state issues arising from the implementation of FI$Cal.  Maintain professional working relationships with boards, commissions, departments, control agencies, agency directors, vendors, and state constitutional officers.  Cooperate with and respond to complex, technical, confidential and sensitive inquiries from SCO’s Executive Office and the Legislature, respond to requests from auditors (internal, external and private). Facilitate year-end meetings for the coordination of FI$Cal interfaces schedule and FI$Cal communication memo for year-end closing of the financial accounting records.  Contribute to and participate in developing operating plans, performance measures, project monitoring and reporting workload analysis, risk, and issue to ensure quality assurance of all project deliverables.  Participate in and respond to external and internal audits.  Participate in the Division level policy development and perform special assignments as needed. Provide briefs to executive management on various projects. Make presentations to internal and external groups when needed Ensure staff appraisals and probationary reports are executed timely. Participate in oversight of special projects such as succession planning, and establishing and implementing the Division’s strategic plans, succession planning, goals, and objectives.
