Manager II

General Description
Under the direct supervision of the Population-Based Program Manager and in collaboration with the Office of Border Public Health (OBPH) Central Office, performs moderately complex technical, programmatic, and managerial activities to guide strategic operations and planning for the OBPH in Public Health Region (PHR) 11. Plans, assigns, and supervises the activities of and support and staff. Coordinates with OBPH Central Office in the establishment, implementation and monitoring of strategic plans, goals, objectives and evaluation. Identifies staff development and training requirements to meet goals and objectives. Develops and reviews guidelines and procedures. Develops and monitors contracts for the implementation of OBPH PHR 11 activities. Develops and establishes priorities, standards, and measurement tools to meet goals and objectives. Coordinates and evaluates program activities. Develops, reviews, and manages budgets and spenddowns. Performs liaison, and coordination tasks, and represents the PHR 11 in Federal, State, Local, International, and Binational (US-Mexico) committees, meetings, seminars, boards, and advisory committees. In collaboration with the OBPH Central Office, serves as the regional point of contact and liaison for the US-Mexico Border Health Commission (BHC), and other border entities along the Texas-Mexico border. Leads and implements OBPH Central Office approved budget and work plan initiatives related to health prevention and promotion activities and programs at the regional levels. Performs tasks assigned by the Population-Based Program Manager and OBPH Central Office that require supervision with the use of independent judgment, considerable initiative, knowledge of public health practice, and excellent professional demeanor with health professionals, stakeholders, public health officials, and non-governmental organizations. Speaks, reads, and writes in English and Spanish to perform binational/border duties.

Task: (40%) Manages the OBPH(PHSR) 11 through an established strategic plan and annual work plan between the PHR and the OBPH Central Office. Closely works with the OBPH Central Office in the planning, development, implementation, and carrying out of health prevention and promotion activities, programs, and services related to the Texas-Mexico border. Reviews and approves management and productivity reports. Makes recommendations to improve operations and proceed with corrective actions. Collaborates with the OBPH Central Office to develop, establish, carry out, and monitor strategic plans and annual work plans to comply with state and national legislative and/or agency mandates. Develops and reviews guidelines and procedures. In collaboration with the OBPH Central Office, develops and monitors contracts, MOUs, and MOAs to implement health prevention and promotion activities, programs, and services along the Texas-Mexico border. Develops and establishes priorities, standards, and measurement tools to meet performance measures standards. Directs the preparation of the regional programs' budgets and ensures review and approval by the OBPH Central Office. Analyzes staffing and budgetary needs and works with OBPH Central Office to secure funding for program activities and services. Reviews, approves, and submits budgetary reports. Monitors expenditures and allocations. In collaboration with OBPH Central Office, establishes short--, mid-, and long-term goals and objectives for supervised programs and makes recommendations for improvement. Oversees, manages, and carries out strategic plans, annual work plans, monthly, quarterly, and yearly reports, and all other required administrative processes for the OBPH Central Office. Works with the OBPH Central Office to develop, implement, and carry out techniques for evaluating program activities and services, and to comply with performance and outcome measures.

Task: (30%) Supervises, plans, develops, and coordinates public health activities, consultations, and community initiatives along the Texas-Mexico border within PHR 11. These activities may include community health workers, environmental health, consumer health intervention, community sanitation/hygiene services, consultations, and surveillance. Directs staff and provides technical support for their activities. Identifies staff development and training requirements. Approves travel vouchers, makes recommendations, and proceeds with personnel actions, including the development and measurement of Performance Evaluation Standards. Participates in interview panels and hiring of personnel within PHR 11 and for the other OBPH regions. Approves payroll certification and time records. Develops and supervises office time accountability system. Advises and guides staff about DSHS administrative policies and procedures. Serves as liaison for staff regarding activities related to personnel issues, accounting, budgets, purchasing, training material, and property management. Oversees the development of Community Health Worker educational curriculum and material, lesson plans, and teaching techniques.

EJF 3. (15%) Leads, oversees, and monitors activities related to PHR's projects providing direction and guidance. Oversees and provides guidance with the development of community surveys and studies. Keeps abreast of the latest scientific and technical information and studies. Leads, implements, and represents PHR 11 in activities related to OBPH. These activities may include community health workers, environmental health, consumer health intervention, community sanitation/hygiene services, consultations, and surveillance. Communicates and liaises with the Managers of the OBPH Teams in the other two border PHRs. Serves as the Regional point of contact and liaison to manage activities related to the BHC and the Binational Health Councils, and other initiatives related to established border entities along the Texas-Mexico border. In collaboration with OBPH Central Office, oversees the coordination, planning, organizing, and implementation of local, state, federal, and binational conferences, workshops, and meetings by seeking and securing funds, sites, developing promotional and educational material, securing audiovisual equipment, seeking availability of Continuing Education Unit’s, establishing registration fees, contacting speakers, and developing agendas and programs.

EJF 4. (10%) Oversees the review of incoming documents dealing with OBPH; initiatives and takes appropriate action, or delegates as needed. Oversees the preparation and review of original correspondence, such as letters, technical reports, articles for publication, administrative memoranda, educational materials, announcements, flyers, and statistical data. Such correspondence, memos, and reports may originate from DSHS, local health departments, contracting agencies, federal government agencies, international and binational groups, and non-governmental agencies. Ensures that key documents are reviewed and vetted through the OBPH Central Office.

EJF 5. (5%) Support other DSHS PHR11 programs including but not limited to Preparedness/Epidemiology, Community Health Improvement, HIV/STD, Tuberculosis, Zoonosis, Program Services, and Immunization on an as needed basis. Other duties as assigned (marginal functions) include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response, Operation Border Health Preparedness and/or recovery Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:
