Job Description:
Job Summary:
We are seeking a highly skilled Public Health Manager II to join our team at the Texas Department of Aging & Disability Services. The successful candidate will be responsible for guiding strategic operations and planning for the Office of Border Public Health (OBPH) in Public Health Region (PHR) 11. This is a challenging and rewarding role that requires strong leadership, communication, and problem-solving skills.

Key Responsibilities:
  1. Develop and implement strategic plans, goals, and objectives for the OBPH in PHR 11, in collaboration with the OBPH Central Office.
  2. Supervise and manage the activities of staff, including planning, assigning, and reviewing work.
  3. Coordinate with the OBPH Central Office to establish, implement, and monitor contracts, MOUs, and MOAs for health prevention and promotion activities, programs, and services along the Texas-Mexico border.
  4. Develop and review guidelines and procedures, and ensure compliance with state and national legislative and/or agency mandates.
  5. Direct the preparation of regional programs' budgets and ensure review and approval by the OBPH Central Office.
  6. Oversee the coordination, planning, organizing, and implementation of local, state, federal, and binational conferences, workshops, and meetings.
  7. Support other DSHS PHR11 programs as needed, including Preparedness/Epidemiology, Community Health Improvement, HIV/STD, Tuberculosis, Zoonosis, Program Services, and Immunization.

Requirements:
  • Bilingual and biliterate in English/Spanish.
  • Knowledge of local, state, and federal laws relating to public health.
  • Knowledge of Binational (U.S.-Mexico) public health.
  • Knowledge of principles and techniques of supervision, management, and leadership.
  • Knowledge of public administration and management.
  • Knowledge of community resources at local, state, and national levels.
  • Knowledge of computers and software programs, including MS Office, Teams, and SharePoint.
  • Knowledge of budget and fiscal management.
  • Knowledge of the Incident Command Structure.

Preferred Qualifications:
  • Skills in conflict resolution, mediation, facilitation, and sound decision-making.
  • Skills in community organization and development of community resources.
  • Skills in writing readable documents/reports dealing with complex subject matter.
  • Skills in communicating effectively, both orally and in writing, to diverse groups.
  • Skills in training and giving program presentations to a variety of groups.
  • Skills in providing quality assurance and technical assistance to staff and providers.

Working Conditions:
This position requires up to 20% travel, with potential for overnight travel. The successful candidate must be able to work independently and as part of a team, and maintain confidentiality.
