Duties
This is a non-supervisory position located in the Facility Management Division of Voyageurs National Park. Incumbent will operate/oversee operations of the Park's Facility Management Software System (FMSS) and asset identification/inventory to include attached equipment/features, condition assessments, cost estimating, work order generation, photo documentation, and lifecycle information. Evaluates planned and actual cost of routine work orders and updates as required. Works with park staff in developing facility projects in the Project Management Information System (PMIS). Coordinates FMSS work orders and estimates for park projects such as Cyclic, Recreation Fee, Repair/Rehabilitation, Housing, Concessions, Environmental Management, Transportation, and Line-Item Construction funded projects. Assists in determination of Asset Priority Index (API) ratings for all assets. Calculates and updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology. Determines heritage and unique CRV values with cultural resource and appropriate staff. Complete annual review, closeout, and setup of numerous routine maintenance work orders for inclusion in the operational budget. Prepare and presents FMSS database reports to management for operational, fiscal, and planning purposes. Manages asset and fleet records in the Financial Business Management System (FBMS). Serves as the VOYA Fleet Manager recording data in FBMS for fleet related management. Inputs and removes equipment records and creates fleet work orders. Creates annual and corrective maintenance FBMS fleet work orders. Manages fleet credit card logs and monthly reconciliation, and reviews dashboard for reallocation needs. Inputs fleet utilization data monthly for GSA and Interior vehicles, boats, and heavy equipment. Provides support for GSA Fleet correspondence. Serves as Contracting Officer's Representative (COR) for service and supply contracts including, but not limited to, water laboratory services, office equipment services, purchase of vehicles, boats, and equipment, and fuel supply contract.
Within the park there are over 200 campsites, 3 visitor centers; and a concession operated hotel, only accessible by boat, snowmobile, or plane; there are 45 miles of trails; 3 boat launches; and about 15 miles of roads.
The park is adjacent to the Boundary Waters Canoe Area Wilderness and Quetico Provincial Park. International Falls is the full-service gateway community at the north entrance, offering a hospital, two medical clinics, shopping, schools, community college, movie theater, bowling alley, community center and churches. International Falls also serves as the gateway to Canada, so those who are visiting may also include a day trip to our sister city, Fort Frances, Ontario

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
Qualifications
All qualifications must be met by the closing date of this announcement-06/11/2024-unless otherwise stated in this vacancy announcement.Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes : Participating in determining the condition of park assets, including annual/comprehensive/parametric assessments, lifecycle assessments, and daily work finding using established guidelines; preparing statements of work for park projects; serving as a Contracting Officer's Technical Representative (COTR); observing contractor progress and quality of work to ensure contract specifications are met; using database management programs in order maintain data and synthesize information into graphic and other report formats; preparing and presenting reports to management from software programs for park operational, fiscal, and planning purposes; and working with park staff in developing park facility projects. You must include hours per week worked.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education directly related to the duties of this position such as business management, finance, etc. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must submit a copy of your transcripts. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, I have six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). (Please note: Only graduate education in excess of the first 18 semester hours may be used in this calculation. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
