Description

We are seeking to hire a Performance Evaluation Planner to track and monitor the performance of Department of Housing and Urban Development (HUD) Continuum of Care (CoC) funded projects, Family Homeless Prevention and Assistance Program (FHPAP) and the homeless response system overall. This position will work closely with the CoC coordinator and Rapid Re-Housing (RRH) Planning Analyst to regularly develop and update dashboards and visual reports to various stakeholder groups on progress toward set goals by Hennepin County CoC.

This position may include working individually with funded projects to address logic model fidelity, administrative capacity or other issues negatively impacting performance and reporting. Additional activities include supporting annual HUD federal reporting activities (Point in Time Count, System Performance Measures and Hennepin non-recurring data trends), reports to the CoC boards, FHPAP advisory, and supporting the community in analyzing and understanding community needs/gaps and performance issues.

Location and hours:
This position is hybrid and will be performed both on-site at various Hennepin County locations, and remote as job duties require. Work hours will be, Monday through Friday, 8 a.m. – 5 p.m. with flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive  $500  toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

Present at the CoC Funding committee bi-monthly meetings to provide clear and concise translation of complex data and performance evaluation and communicate actionable insights. Work with the CoC Coordinator and Local/State System Administrators to plan and implement point in time (PIT) sheltered and unsheltered counts, lead the development and implementation of methodology to collect and analyze data for the point in time annual update as well as the Housing Inventory Charts (HIC), and other annual HUD mandated reporting.  Develop reports from conception to production and visualize data in engaging and informative ways for various stakeholder audiences. Develop the Needs and Gaps Analysis and reports for FHPAP and CoC. Provide key quantitative data and analysis to CoC Coordinator, planning analysists, and related committees. Help facilitate survey and focus group implementation and analysis. Work with the CoC Funding Committee to bring data reports to assist with monitoring and reporting individual provider performance on performance targets quarterly using data in the Homeless Management Information System (HMIS). Provide similar support for FHPAP projects and as relates to mandatory outcomes from the state and locally developed priorities included in funding contracts. Create dashboards, including PowerBI, to present and communicate high level data to decision-makers and other stakeholders. Develop, analyze, and assist selected projects on continuous improvement plans with assuring measurable actions are moving in the right direction. Meet with individual providers as needed to analyze performance data, identify barriers to performance, and collaborate to develop relevant solutions. Support ad hoc data analysis and reporting to support planning efforts, emphasis on racial equity analysis and understanding how key household variables and policy changes impact provider and system performance.  Need to have: One of the following:Bachelor's degree in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years of relevant planning analyst experience.Bachelor's degree in one of the fields listed below plus three years of relevant planning analyst experience.Master's degree in one of the fields listed below and two years of relevant planning analyst experience.Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization. Nice to have: Experience:Working in the Homeless Management System (HMIS).Working with both quantitative and qualitative mixed method statistics (SPSS).With performance evaluation.
