Director of Federal Funds Coordination

Performs highly advanced management and oversight activities for the Funds Coordination and Management Branch (FCMB) within the Chief Financial Officer (CFO) division. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating the branch's activities; and developing and evaluating federal grant proposal budget requests. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This is a hybrid position eligible for up to 50% telework and 50% in-person work at DSHS Headquarters in Austin, Texas. Schedule for telework days will be discussed upon hire.
Work also includes:
Overseeing the internal review of DSHS grant applications and ensuring departmental staff receive training on grant policies and procedures.
Developing and implementing program rules and grant-related policies and procedures, serving as the agency's Federal Funds Coordinator and point of contact for Governor's Office grant-related actions,
Coordinating the distribution of funds in the Tobacco Settlement Permanent Trust Account and overseeing the distribution of multi-categorical teaching hospital funds.
Providing consultative and technical services to DSHS program staff, other governmental agencies, political subdivisions, hospitals, private firms, community organizations, and the general public.
The Director of Federal Funds Coordination will be working closely with members of DSHS Executive Leadership and a variety of internal and external stakeholders. Candidates should have strong active listening and communication skills to effectively convey ideas, high emotional intelligence, and cultural competence. Due to the nature of this position, candidates must have high integrity, empathy, accountability, and adaptability. Additional soft skills and interpersonal skills related to people management include the ability to delegate, resolve conflict, and to mentor, coach, inspire and motivate others.
Essential Job Functions:
(20%) Oversees activities of the Funds Coordination and Management Branch (FCMB) and provides guidance and direction to staff in conducting the major functions of the team. Establishes goals and objectives that support the agency-wide strategic plan, while minimizing risk and increasing federal grant awards.
(15%) Provides technical assistance to associate commissioners and deputies, budget director, accounting director, contract management specialists, attorneys, division grant coordinators, program managers, and grant principle investigators – including escalation of time sensitive issues, serving as a subject matter expert responding to policy questions, grant-specific questions, resolving audit issues, and determining the impact of policy/procedural changes affecting the use of federal funds in the agency.
(10%) Supervises the work of staff and ensures all HR activities are completed in accordance with policy. Conducts hiring, develops staff through training, provides coaching, and completes performance evaluations.
(10%) Serves as the agency's Federal Funds Coordinator. Represents FCBM in internal and external meetings. Serves on the Health and Human Services Commission's Federal Funds Work group and acts as the point of contact for related HHSC assignments, including routine communication with the HHS system Federal Funds manager to oversee grant review. Acts as the primary liaison with the Governor's Office of Budget. Planning, and Policy (GOBPP) regarding grant application processes and procedures.
(10%) Provides advice to the Chief Financial Officer, Senior Advisor, and Deputy Commissioner on agency-wide policies and procedures, grant management issues, and compliance with state and/or federal requirements. Includes meetings, presentations, emails, memos, and other correspondence on a weekly or as needed.
(10%) Monitors FCMB's operations and compliance with policies to identify needed changes and makes recommendations to improve grant management effectiveness. Includes reviewing programmatic needs and federal requirements. Evaluates team's efficacy and implements process improvement efforts. Ensures process and business requirements documentation are current.
(10%) Directs the development and implementation of techniques for evaluating federal grant related activities. Oversees the review and implementation of legislation related to federal programs, and monitors actions at the federal level, including impact analysis during federal shutdowns.
(5%) Oversees Tobacco Settlement program, related to distribution of tobacco settlement funds to political subdivisions. Directs communication with the local government officials and the comptroller’s office, reviewing employee’s analysis of the local government submissions, providing recommendations for the distribution, and overseeing audits following the disbursement.
(10%) Provides technical support and training on the use of the federal systems. Leads FCMB's modernization initiative.
