Inspector V – Market Rate Salary $57,.88

In this front-line field position, the Inspector V conducts initial inspections, re-licenure inpections, follow up inspections, and investigations of complaints and incidents as a team member or individually, including complaints related to abuse, neglect or exploitation in Licensed-only Home and Community Support Services Agencies (HCSSA). May conduct abuse/neglect investigations for other licensed only providers (Assisted Living/Home and Community Based/Day Activity Services Centers). The Inspector completes inspection/survey reports listing deficiencies/violations and prepares written reports supporting the actions and remedies recommended. Participates in surveys, inspections, and investigations with assigned team and accepts assignments as needed. Occasionally might need to testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.

Essential Job Functions:
·Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
·Conducts on-site licensure inspections, complaint and incident investigations for allegations of abuse and neglect, and annual comprehensive surveys in facilities to determine compliance with certification and licensing health and safety regulations.
·Communicates clearly and accurately with others (internally and externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve issues or complaints regarding services provided in Texas long-term care facilities/agencies, including to ensure such services meet any resident’s specialized needs.
·Conducts exit conferences with facility/agency staff regarding findings and can assist in developing a plan to correct deficiencies. Completes licensing inspection or survey reports detailing deficiencies, recommended remedies, and narratives to support regulatory findings.
·Visits agencies/facilities regulated by Long-Term Care Regulatory (LTCR) to verify correction of previously cited regulatory violations. Performs quality assurance reviews of documents prepared by others; for example, publications, assessments, and reports.
·Occasionally might need to testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.
·May supervise the work of others.
·Performs related work as assigned.
Knowledge Skills Abilities:
·Knowledge of issues, concerns, and needs of populations at risk including adults and children with mental health issues and intellectual, developmental, and physical disabilities.
·Knowledge of program regulations and procedures, and survey techniques and principles.
·Knowledge of acceptable professional standards of care.

·Knowledge of or experience in long-term care regulatory services including surveys, investigations, or enforcement.
·Skill in effective verbal and written communication.

·Ability to conduct complex on-site facility inspections for compliance determinations.
