Inspector - Licensing & Certification

Inspector V – Competitive Salary $57.88

In this essential field role, the Inspector V is responsible for conducting initial assessments, re-licensure evaluations, follow-up inspections, and investigations into complaints and incidents, either as part of a team or independently. This includes addressing complaints related to abuse, neglect, or exploitation within Licensed-only Home and Community Support Services Agencies (HCSSA).

The Inspector may also carry out investigations for other licensed providers, such as Assisted Living and Home and Community-Based Services. The Inspector prepares detailed inspection reports that outline deficiencies and violations, along with written documentation supporting recommended actions and remedies. Participates in surveys, inspections, and investigations with assigned teams and accepts additional assignments as required.

There may be occasions where the Inspector is required to provide testimony at hearings or court proceedings regarding policies, procedures, findings, or activities.

Essential Job Functions:

  • Regularly attends work in accordance with agency leave policies and performs other assigned duties.
  • Conducts on-site licensing inspections, investigates complaints and incidents related to allegations of abuse and neglect, and performs annual comprehensive surveys in facilities to ensure compliance with health and safety regulations.
  • Effectively communicates with others (internally and externally) to provide, exchange, or verify information, address inquiries, and resolve issues or complaints regarding services in Texas long-term care facilities/agencies, ensuring that services meet residents' specialized needs.
  • Conducts exit conferences with facility/agency staff regarding findings and assists in developing corrective action plans. Completes licensing inspection or survey reports detailing deficiencies, recommended remedies, and narratives supporting regulatory findings.
  • Visits agencies/facilities regulated by Long-Term Care Regulatory (LTCR) to verify the correction of previously cited regulatory violations. Performs quality assurance reviews of documents prepared by others, such as publications, assessments, and reports.
  • May occasionally need to testify at hearings or in court proceedings to provide information regarding policies, procedures, findings, or activities.

  • May supervise the work of others.
  • Performs related duties as assigned.
Knowledge Skills Abilities:

  • Understanding of issues, concerns, and needs of at-risk populations, including adults and children with mental health issues and intellectual, developmental, and physical disabilities.
  • Familiarity with program regulations and procedures, as well as survey techniques and principles.
  • Awareness of acceptable professional standards of care.
  • Knowledge of or experience in long-term care regulatory services, including surveys, investigations, or enforcement.
  • Strong verbal and written communication skills.
  • Proficiency in operating computers, tablets, laptops, smartphones, and various software packages, including Microsoft Office.
