The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) Department seeks a highly qualified candidate to fill the position of Director II. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by working under the general direction of the Director III of the IDD Waivers/Community Services/ Hospice Utilization Review section, Medicaid CHIP Services Department, Medical and Social Services Division, Health and Human Services Commission.

This position works under minimal direction with extensive latitude for the use of initiative and independent judgment. Performs highly advanced (senior-level) managerial work coordinating and overseeing staff activities for the daily operation of the unit functions. Work involves the development, implementation and maintenance of systems, rules, policies and procedures to support utilization review activities for the IDD Waivers Utilization Review unit. Provides input as needed as a subject matter expert for policies and rules that involve the HCS, TxHmL, ICF, CLASS,DBMD and CAS programs. Plans, assigns and supervises the work of IDD Waivers Utilization Review staff. Provides quality assurance oversight for all activities performed by unit staff. Develops, implements, and evaluates goals and objectives relative to unit functions. Develops schedules, priorities and standards for unit functions. Coordinates and evaluates program and unit activities. Oversees the review of legislation when assigned. Oversees the preparation of management and productivity reports. Recommends and implements improvements for program and unit operations. Represents the section at meetings and conferences. Works effectively with staff from other departments, and other external stakeholders.
Essential Job Functions:
Directs and manages the operations and activities of the IDD Waivers Utilization Review staff. Establishes unit goals and objectives, and develops guidelines, procedures, policies, rules and regulations related to utilization management and review. Develops, implements and evaluates unit work plans. Develops, implements, monitors and evaluates standards, policies, and rules to support essential operations and to ensure compliance with state and federal laws and regulations. Coordinates with other HHSC areas to ensure plans and actions are consistent with the strategic plan for HHSC. (40%)

Directs, manages and develops staff through development of performance standards, review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave. (25%)

Leads the department and ensures consistency with agency direction. Directs and assesses the evaluation of services and implements or recommends improvements. Implements customer service and organizational improvement principles, develops new approaches to effect change management in response to evolving needs of the department. (15%)

Represents the department by making presentations, providing information and testimony, collaborating with stakeholders, advocacy organizations, other state agencies and federal partners. Reviews and analyzes legislation, related to utilization review and persons with intellectual and developmental disabilities, to include tracking legislative bills and assisting with bill analysis. Serves as resource for legislators, other elected officials, government entities, and the general public. Analyzes statistical and operational data, interprets results, prepares reports and makes presentations to internal and external stakeholders. Initiates and guides special studies or surveys to assess person and program outcomes for evaluation. (15%)

Serves as point of contact for federal, state and local agencies, consumers and advocacy groups. (5%)
