Job Description:
Performs complex emergency medical services work. Works under general supervision, with moderate latitude for the use of initiative and independent judgement. Work involves coordinating, planning, and evaluating emergency medical services education/training and certification activities; planning, coordinating, and inspecting healthcare providers for licensing/credentialing; investigate submitted entity complaints and provide appropriate recommendations or actions for compliance; and providing technical assistance and information to healthcare providers, program staff, governmental agencies, and community organizations. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position is eligible to telework (up to 5 days per week).

EXPERIENCE AND EDUCATION
Graduation from an accredited EMS education programs adopted by national accrediting organizations. Experience in public health work.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. This position is eligible to telework (up to 5 days per week). Selected candidate must have the ability to provide a reliable internet service in a home office location free from distractions, that will provide the ability to ensure confidentiality of work product. Selected candidate must telework from Texas.

Investigate complaints relating to EMS licensees and certificant holders. Develop investigation action plans, conduct investigations accordingly and prepare detailed summary findings reports. Ensure that plans of correction are developed and implemented for any violations of the EMS Act, Texas Administrative Code rules and policies. Complete complaint summaries within required timelines and in accordance with Program Guidelines and Work Plans. (25%)

Review and evaluate self-studies and all other required documents necessary for the approval of initial and continuing EMS education programs needed for certification for compliance with the EMS Act and Texas Administrative Code rules and policy adopted there under. Ensure education program curriculums are in accordance with National EMS Education Standards. Assists the education programs with their development of goals, objectives, and EMS skills evaluation activities to assure they are in accordance with National EMS Education Standards and currently being used in the public health setting. Participates in education program advisory councils to assist with rule interpretation and technical assistance. Prepare written reports within specified timelines and in accordance with program guidelines and work plans. Performs inspections associated with state licensing requirements. (25%)

Review and evaluate licensing documentation to ensure it meets all minimum requirements for pre-hospital/EMS entity applicant licensing as required by EMS Act. Coordinate and provide license survey and ambulance inspections to comply with the EMS Act, Texas Administrative Code rules and policy adopted there under. Generate reports required to compile and analyze data that supports the decision to issue a license to pre-hospital/EMS entity applicants. Plan, schedule and conduct on-going, periodic, and unannounced ambulance inspections as part of the routine licensing requirements. (25%)

As needed, provide public hearing testimony on EMS in accordance with EMS Act, Texas Administrative Code rules and policy as an EMS subject matter expert. Assist local EMS entities and stakeholders with public relations and educational activities related to emergency medical services and public health. With leadership and guidance from the Manager, will serve as a liaison and coordinate with other State EMS/Trauma System offices, local RAC and other EMS entities. Research, interpret and disseminate standards, policies, rules, and definitions pertaining to EMS stakeholders. (10%)

Uses computer for inputting and retrieving data and word processing to include Microsoft products, Word, Excel, Teams, and Power Point. Follow program guidelines for all EMS activities. Ensures entry in EMS database and inspection documents is timely and error free. (10%)

Other duties as assigned include disaster response activities. This position may serve in the DSHS or EMS Multi-Agency Coordination Center, State Operations Center, regional and/or local operations centers, joint field offices, Disaster District operations centers, or to be deployed to an affected area of the state during the response to and/or recovery from an all-hazard event. This position may on an as-needed basis, assist with a response and/or recovery effort because of their subject matter expertise and/or experience; or assist with maintaining continuity of operations.

Knowledge Skills Abilities:
Knowledge of EMS laws and rules.

Knowledge of office, administrative, and clerical practices, principles, and procedures.

Knowledge of correct business writing, grammar, word choice, sentence structure, spelling, and punctuation.

Skill in the use of current computer systems and programs, including word processing, database such as Versa Regulation (VR) or other similar client compatible software, internet, and email.

Skill in composing and editing written correspondence, memorandums, reports, and forms using Microsoft Word or equivalent word processing software.

Ability in providing quality customer service.

Ability to accurately interpret and apply public health laws, rules, regulations, policies, and procedures.

Ability to maintain confidentiality of documents, materials, and information.

Ability to communicate and express ideas clearly and accurately, both verbally and in writing.

Ability to meet strict deadlines and work on multiple projects with rapidly changing priorities.

Ability to work collaboratively with co-workers, maintaining an effective working relationship.

Ability to respond to public inquiries in a timely manner.

Prehospital care knowledge of how to treat a critically injured or ill patient.

Knowledge of the operations of an EMS provider and/or EMS education program.

Ability to develop and implement administrative procedures and to evaluate their effectiveness.
