Introduction
The Treasurer is a locally elected constitutional officer whose duties are mandated by the Code of Virginia and local ordinances. The Treasurer is elected at-large for a four-year term and provides direct service to all Loudoun residents and businesses. The principal functions of the Treasurers Office include: billing and collecting taxes for real and personal property, business licenses, and other services as specified by the Code of Virginia and local ordinances; acting as primary depository of revenue for all County agencies, including Loudoun County Public Schools (LCPS); investing and safeguarding County funds; reconciling County funds to bank and investment accounts; and providing outstanding customer service to taxpayers, County staff, and LCPS staff.
Job Summary
The Loudoun County Treasurers Office is currently seeking highly qualified applicants for a Collections Manager located in the Sterling Office. This role leads the Treasurers Office Collections Team, ensuring that all delinquent local taxes are handled appropriately and pursuant to the Code of Virginia and Loudoun County Ordinances. The incumbent must possess excellent organizational skills, be able to oversee a team of hard-working collection staff members and communicate with citizens who owe delinquent local taxes. Additionally, the Collections Manager also must be able to increase the percentage of successful repayments. A successful candidate will foster team unity as they build relationships while working closely with their team and fellow managers to continually reach the Treasurers Office goals.
Job Responsibilities:
Coordinate activities of staff members to ensure a smooth and effective team that consistently looks for efficiencies to increase the number of accounts being reviewed by staff;
Oversee the collection of outstanding invoices from other teams while ensuring it is handled appropriately and pursuant to the Code of Virginia and Loudoun County Ordinances;
Create and implement strategies to increase the number of successful collections on outstanding debts;
Recruit, hire, train and evaluate staff members within the collections team to ensure enough staff members are available to successfully handle their assigned workloads;
Develop goals that complement the overarching goals and mission of the team and coordinate staff to continually meet and exceed goals; and
Run reports and analyze data pertaining to the team and share with executive staff and managers of team staff as needed.
Hiring salary commensurate with experience.
Minimum Qualifications
Requires any combination of education and experience equivalent to a bachelors degree in Business, Finance, Accounting or related field and two (2) years of related work experience including one (1) year of supervision. Prior experience working with a medium to large organization is desirable. Bilingual Spanish/English preferred.
Job Contingencies and Special Requirements
Employment is contingent upon satisfactory completion of a criminal background and credit check.
Normal working hours are Monday through Friday from 8:30AM to 5:00PM with mandatory overtime during tax deadlines.
