Clackamas County’s Behavioral Health Division (CCBHD)  is seeking an experienced, energetic and adaptable mental health professional to join our expanding Mobile Crisis Response Team (MCRT) in a swing shift capacity.As a Mental Health Specialist  with MCRT you provide face to face crisis intervention services to individuals and families across the lifespan experiencing mental health emergencies in Clackamas County.

Referrals for mobile crisis services may come through the Clackamas Crisis and Support Line, any law enforcement jurisdiction in Clackamas County, police dispatch, or 988.The individual in this position will partner closely with local community resource agencies as well as with law enforcement personnel.This position is part of Clackamas County’s 24/7 mobile crisis response service and as such will receive support from clinical supervisors and other mobile crisis clinicians. This position shares on-call coverage, including overnight shifts, with other members of the mobile crisis team.

Primary responsibilities for this position include providing field-based risk assessment, crisis intervention, case management, consultation, and referral for a variety of individuals in need.Secondary responsibilities include outreach engagement of clients and families struggling with symptoms of mental illness and substance abuse, support to frequent callers of crisis support lines and 911 as a result of symptoms of mental illness, and outreach and education to community organizations to help them better respond to individuals experiencing symptoms of mental health. Mental Health Specialists provide treatment to vulnerable individuals, many of whom may have limited resources. Professionals in these positions should thrive in a setting where they will work independently as well as in a team environment.

Since this is a field-based position, the ideal candidate will have a history of working with individuals in a variety of settings (i.e. field, homes, schools, etc.).Other desired skills and experience include: history of working with law enforcement, providing assessment and intervention to people across the lifespan in crisis; incorporating a person-centered, strengths-based recovery approach that includes peers and natural systems of support; a positive and collaborative attitude and approach in working with partners; a belief that every person we serve has the right to define and pursue their own definition of recovery; and a commitment to serving a diverse population while promoting equity, diversity and inclusio

Required Minimum Qualifications/ Transferrable Skills:*

Qualified Mental Health Professional (QMHP) as established by the Mental Health and Addiction Counseling Board of Oregon (MHACBO) 

A “Qualified Mental Health Professional” (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee: 

A Bachelor’s degree in nursing and licensed by the State of Oregon;  Bachelor’s degree in occupational therapy and licensed by the State of Oregon;  Graduate degree in psychology;  Graduate degree in social work;  Graduate degree in behavioral science field. 

QMHPs must demonstrate the ability to conduct an assessment, including identifying precipitating events, assessing risk of harm to self and/or others, gathering histories of mental and physical heath, alcohol and other drug use, past mental health services and criminal justice contacts, assessing family, cultural, social and work relationships, and conducting mental status examination, complete a DSM diagnosis. 

A minimum of one (1) year of related experience that would provide the required knowledge and skills to perform the responsibilities of this position (the ability to obtain licensure is not a post-hire requirement for applicants not currently licensed as aIf licensed a minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position. (Eligible licensures include Oregon Licensed Clinical Social Worker (LCSW); Licensed Professional Counselor (LPC); Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist (PsyD or PHD)).  At least one (1) year experience working with adults and children with mental health and substance abuse issues At least one (1) year experience providing assessment, triage, and crisis intervention with individuals who are in mental health crisis At least one (1) year experience assessing risk for suicide and/or danger to self or others Experience utilizing an electronic health record or similar computerized data system Must be willing to work evening and weekend hours as part of the regular shift Must be willing to participate in an on-call schedule rotation as part of the regular work schedule (see Pay and Benefits section above for on-call compensation work) Must possess and maintain a Basic Life Support (BLS) certificate. Must successfully pass the credentialing process. Must pass a post-offer, pre-employment drug test. . Must pass a criminal history check which may include national or state fingerprint records check Driving is necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

Current licensure in a behavioral health related field (LCSW, LPC, LMFT) Certification as a Certified Alcohol and Drug Counselor (CADC) I, II, III Fluent in Spanish/English, both oral and written Experience working collaboratively with law enforcement, community partners, collateral service providers, and co-workers Experience working in a community based setting (i.e.: mobile outreach or crisis assessment, in-home counseling, schools, crisis clinics, etc.).

REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of accepted principles and theories of human behavior, personality and development, and social interaction and development. Knowledge of techniques and procedures employed in diagnosing, evaluating, modifying and motivating human behavior. Knowledge of principles and techniques of group and individual therapy. Ability to work effectively as a member of a professional mental health team to diagnose and treat clients. Knowledge of techniques of identifying and utilizing community resources. Understanding case management methods and techniques; rules, laws, regulations, and ethics governing the treatment of mental patients and clients. Ability to treat clients and their families in order to enhance the Basic knowledge of office equipment, including personal computers and software programs. Ability to operate computer software and other office equipment.

Skills to apply social and psychological theories of behavior and personality to the treatment of difficult mental and emotional disorders and handicaps. Skills to diagnose, evaluate and implement a treatment plan. Ability to keep accurate and timely records. Ability to analyze and evaluate social, psychological, and physical factors affecting clients and their families.

TYPICAL TASKS: Duties may include but are not limited to the following:

Provides crisis assessment and intervention to consumers and residents of Clackamas County and their families via telephone, in clinics or in the community. Assesses consumers to determine treatment needs and level of risk to self and others; collects and evaluates critical information presented by consumer and/or other informants; examines history and current mental status; reviews treatment/ resource options with consumer; prepares documents and findings in electronic clinical record in accordance with OAR and Division procedures. Provides crisis outreach and psychotherapeutic services to consumers and their families; enters and maintains documentation of services provided in electronic clinical record in accordance with OAR and Division procedures. Conducts assessments for involuntary hospitalization as a Director's Designee under ORS 426.233; gathers background information; attends and testifies at commitment or other formal hearings. Works as a key member of a crisis team consisting of law enforcement, andmental health professionals including Case Managers and Peer Support Specialists; makes referrals to other community clinics, agencies, or care facilities; reviews consumer status, diagnosis, evaluations, treatment plans, treatment objectives and outcomes with team, supervisors and other health care professionals as appropriate; provides case-specific consultation to other staff members, providers, families and/or community agencies; provides clinical consultation to students, volunteers and paraprofessional staff. Works as a consultant or trainer to staff, other individuals, other agency personnel, interested community groups or staff at institutions; provides mental health and chemical dependency education and training to other staff, outside professionals, family members and the community; may represent the agency on internal or external committees as appropriate; may act as liaison for specific projects or contract services. Prepares client assessments, writes case summaries, reports, and letters and maintains case records; completes program-related assignments as required.

WORK SCHEDULE

This position is included in the County’s alternate workweek program. This position is a 40 hour per week position, working four (4) ten (10) hour days. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location. 

*Members of the mobile crisis team share after-hours (including overnight) on-call coverage on weekends (with additional compensation) on a rotating basis as part of the regular work schedule.
