Clackamas Health Centers - Behavioral Health Clinics is seeking a dedicated individual to join our Beavercreek Health Center in Oregon City as a Mental Health Specialist.
This position offers the opportunity to provide advanced level professional treatment and program services to individuals with mental health and substance abuse disorders primarily servicing Medicaid, Medicare, and uninsured populations. This is a great opportunity to collaborate with primary care physicians to ensure the best care for every patient
The primary responsibility in this position will be to work with and manage client crisis caseloads by providing targeted behavioral and mental health services to those in need. This includes screening patients for appropriate services, crisis needs, coordination of care, and patient referrals to ongoing mental health services as needed. Additional responsibilities may include, but not be limited to, working as a generalist in any of our adult, child, and family programs.
Successful candidates should have the ability to adopt an integrated system of care philosophy, demonstrate understanding of self-determination and patient-centered planning techniques, possess thorough knowledge of mental health, legal, medical, and social resources in the community, and have proficiency in methods and techniques of case management and care coordination related to patients who need help with behavior change related to their medical condition concerns. The ideal candidate will also be able to manage a large number of patient contacts during a clinic day, including scheduled appointments and immediate or walk-in referrals from providers, including risk management. Candidates will not only have post-graduate mental health experience as a licensed clinician, but addictions experience as well.

*This position is currently open for a licensed Mental Health Specialist. Clackamas County will consider unlicensed candidates who have a background providing mental health treatment to individuals in a health clinic or relatable environment serving the vulnerable population. However, licensure is required within three (3) years of hire for applicants who are unlicensed and they must still meet QMHP criteria (outlined below).
Required Minimum Qualifications/ Transferrable Skills:*
Registered as a QMHP as established by the State of Oregon Mental Health Division Licensed applicants must meet this criteria as outlined by the State of Oregon Mental Health Division Unlicensed applicants must be registered as a QMHP or QMHP-R with Mental Health and Addiction Counseling Board of Oregon (MHACBO)Definition: A ”Qualified Mental Health Professional" (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee:Graduate degree in psychology;
Graduate degree in social work;
Graduate degree in recreational, art, or music therapy; or
Graduate degree in a behavioral science field
If Licensed, must be credentialed as aClinical Social Worker (LCSW) - preferred, Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist (PsyD/PHD) AND a minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position. If unlicensed , must have minimum of one (1) year of relevant experience that would provide the required knowledge and skills to perform the duties of the role AND must also receive licensure as a Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist (PsyD/PHD) within three (3) years of hire. Must possess and maintain a Basic Life Support (BLS) certificate Must successfully pass the credentialing processPreferred Special Qualifications/ Transferrable Skills:*

TYPICAL TASKS
Assesses consumers through intakes and other interviews to determine diagnosis and treatment needs; collects and evaluates critical information presented by consumer or other informants; examines history and current mental status; develops and implements treatment plans to meet specific requirements of consumers; reviews treatment options with consumers; prepares documents and findings in electronic clinical record in accordance with OAR and Division procedures. Provides planned individual, group and family psychotherapeutic services to consumers and their families; enters and maintains documentation of services provided in electronic clinical record in accordance with OAR and Division procedures. Works as a key member of a diagnostic team consisting of physicians, psychologists, and other mental health professionals; makes referrals to other community clinics, agencies, or care facilities; reviews consumer status, diagnosis, evaluations, treatment plans, treatment objectives and outcomes with diagnostic team, supervisors and other health care professionals as appropriate; provides case-specific consultation to other staff members, providers, families and/or community agencies; provides clinical consultation to students, volunteers and paraprofessional staff. Works as a consultant or trainer to staff, other individuals, other agency personnel, interested community groups or staff at institutions; provides mental health and chemical dependency education and training to other staff, outside professionals, family members and the community; may represent the agency on internal or external committees as appropriate; may act as liaison for specific projects or contract services. Prepares client evaluations, writes case summaries, reports, and letters and maintains case records; completes program-related assignments as required. Provides crisis assessments, intervention, and response during clinic hours to clients and potential walk ins. Other duties as assigned and as needs determine
REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of principles and theories of human behavior, personality and development, and social interaction and development
Knowledge of methods in Evidenced Based Practices used for therapy for dealing with substance abuse and mental health problems. Techniques and procedures employed in diagnosing, evaluating, modifying, and motivating human behavior Knowledge of rules, laws, regulations, and ethics governing the treatment of Mental Health and Substance Abuse consumers and their families Knowledge of principles and techniques of interviewing, counseling, and crisis intervention Knowledge of principals and techniques in group and individual therapy Case management methods and techniques; rules, regulations and ethics governing the treatment of mental patients and clients; office equipment, including personal computer and software programs Apply social and psychological theories of behavior and personality to the treatment of difficult mental and emotional disorders and handicaps Diagnose, evaluate, implement a treatment plan, and monitor the client’s progress toward established goals; analyze and evaluate social, psychological, and physical factors affecting clients and their families; treat clients and their families in order to enhance their social, psychological, and physical functioning Ability to communicate clearly and effectively both verbally and in written form Knowledge of mandatory reporting requirements.Knowledge of legal process regarding voluntary and involuntary treatment/commitment. Knowledge of applicable OARs governing service provisions to consumers. Knowledge and ability to document according to Medicaid Standards. Knowledge of standard clinical documentation procedures and requirements. Ability to follow agency specific record keeping procedures, including ability to work within an electronic clinical documentation system Ability to work effectively with other behavioral health professionals and as a member of a professional team
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday.
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
Please note: After training the work schedule may be flexible and offer an alternative work schedule of 10-hour shifts four days a week.
