JOB DETAILS AND QUALIFICATIONS

Clackamas County’s Behavioral Health Division (CCBHD)  is seeking a mental health professional to join our law enforcement team in a limited term duration through August 31, 2024 .The limited term duration may be extended contingent upon approved grant funding and department business needs.

As the Mental Health Specialist  in this role you will partner with a Deputy Parole/Probation Officer to co-respond in the community to home visits and reports from community or law enforcement involving people experiencing a mental health crisis.Response may also be within the Parole/Probation field services office as needed to assist clients on supervision or those in the local community who may enter our County facilities in crisis.

The primary functions and responsibilities of this position will include providing field-based risk assessments, crisis intervention, case management services, consultations, and referrals for the individuals in need. Secondary functions and responsibilities will include outreach and engagement for high-frequency clients struggling with serious mental illness. Mental Health Specialists provide treatment to vulnerable individuals, many of whom may have limited resources. Professionals in these positions should thrive in a setting where they will work independently as well as in a team environment.

Since this is a field-based position, the ideal candidate will have a history of working with individuals in a variety of settings (i.e. field, homes, schools, etc.).Other desired skills and experience include: history of working with law enforcement, providing assessment and intervention to people across the lifespan in crisis; incorporating a person-centered, strengths-based recovery approach that includes peers and natural systems of support; a positive and collaborative attitude and approach in working with partners; a belief that every person we serve has the right to define and pursue their own definition of recovery; and a commitment to serving a diverse population while promoting equity, diversity and inclusion. 

*This position will be based out of our Community Corrections facility located on Main Street in Oregon City.

*This position is currently open for a licensed or unlicensed, Mental Health Specialist. Clackamas County will consider unlicensed candidates with experience and/or a background providing treatment to individuals within the vulnerable population who experience mental health crises. If unlicensed, LCSW, LPC, LMFT or PsyD/PHD licensure is required within 4 years of hire and applicants must still meet QMHP criteria at time of hire.

Required Minimum Qualifications/ Transferrable Skills:*

Qualified Mental Health Professional (QMHP) as established by the Mental Health and Addiction Counseling Board of Oregon (MHACBO) 

A “Qualified Mental Health Professional” (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee: 

Bachelor’s degree in nursing and licensed by the State of Oregon;  Bachelor’s degree in occupational therapy and licensed by the State of Oregon;  Graduate degree in psychology;  Graduate degree in social work;  Graduate degree in behavioral science field. 

QMHPs must demonstrate the ability to conduct an assessment, including identifying precipitating events, assessing risk of harm to self and/or others, gathering histories of mental and physical heath, alcohol and other drug use, past mental health services and criminal justice contacts, assessing family, cultural, social and work relationships, and conducting mental status examination, complete a DSM diagnosis. 

If licensed , must have current licensure as an Oregon Licensed Clinical Social Worker (LCSW); Licensed Professional Counselor (LPC); Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist (PsyD or PHD).  If unlicensed , must have minimum of two (2) years of relevant experience that would provide the required knowledge and skills to perform the duties of the role. Must also receive licensure as a Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist (PsyD or PHD) within four (4) years of hire. Must possess and maintain a Basic Life Support (BLS) certificate. Must successfully pass the credentialing process.

Preferred Special Qualifications/ Transferrable Skills:*

Certification as an Alcohol and Drug Counselor (CADC) I, II, III Experience working with adults and children with mental health and substance abuse issues Fluent in Spanish/English, both oral and written Experience working collaboratively with law enforcement, community partners, collateral service providers, and co-workers Experience providing assessment, triage, and crisis intervention with individuals who are in mental health crisis Experience assessing risk for suicide and/or danger to self or others  Experience utilizing an electronic health record or similar computerized data system Experience working in a community based setting (i.e.: mobile outreach or crisis assessment, in-home counseling, schools, crisis clinics, etc.)

Must pass a post-offer, pre-employment drug test. . Must pass a criminal history check which may include national or state fingerprint records check Must pass a comprehensive Sheriff’s Office Background prior to employment.The background process involves a complete Statement of Personal History (SPH) for those who are referred to a department interview. Driving is necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. TYPICAL TASKS

Duties may include but are not limited to the following:

Provides mental health and risk assessments in the community and in-office for designated clients of Community Corrections to determine diagnosis and treatment needs. Carries a caseload of Community Corrections clients and provides crisis intervention, brief therapy, case management, and appropriate referrals.  Conducts responsibilities associated with being a Mental Health director’s designee such as writing custodies and arranging for transport to hold facilities. Provides training, consultation, and other information about mental health issues and services to partner agencies. Prepares assessments reports, treatment notes, and other documents in electronic health records in accordance with OAR 426.233 and Division procedures. May act as field instructor to oversee work of interns.

WORK SCHEDULE

This position is included in the County’s standard workweek program. This position is a 40 hour per week position. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. 

Preferred Work Schedule: Monday through Friday; 8:30 AM – 5:00 PM

This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location based out of our Community Corrections facility located on Main Street in Oregon City.
