The Director II position serves as the Deputy Director for the Center for Health Statistics (CHS). It provides advanced direction and guidance to strategic operations within CHS to ensure operations run smoothly and efficiently as possible while meeting customer needs. Represents CHS and on internal and external workgroups, and acts on behalf of the CHS director as needed to provide management direction. Provides advanced direction, technical leadership, consultation, and expertise to CHS operations and planning. Directs the CHS employee-related strategy and focuses heavily on CHS staffing policies, procedures, and processes, including staff recruitment, staff engagement, staff development, and staff retention. Directs the customer service strategy for CHS. Initiates, designs, implements, coordinates, and evaluates better business practices across CHS with a particular focus on providing exceptional customer service. Oversees and directs staff activity relating to legislative analysis and research, cost estimates, and implementation activities within CHS. Also develops and directs the implementation and evaluation of special projects. Supervises the work of CHS administrative staff and works with CHS leadership to manage the CHS budget. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions:
EJF1: Employee engagement, development, and retention (20%)
Directs the employee-related strategy for CHS, including developing and establishing goals related to staff recruitment, staff engagement, staff development, and staff retention. Develops and implements techniques, procedures, and processes to maximize staff productivity and engagement. Designs and oversees all employee engagement activities and initiatives for CHS, including developing and implementing measurement tools to collect regular staff feedback across CHS. Works closely with CHS Branch Managers and the CHS Director to implement best practices around staff management, including developing effective job descriptions, staff recruitment, onboarding new employees, employee evaluations, staff coaching and development, internal communication with staff, and staff retention. Works with the CHS Director and Branch Managers on needed personnel action, provides direct consultation to the CHS Director on employee conduct and performance issues.

EJF 2: Business processes and customer service (25%)
Directs the customer service strategy for CHS. Initiates, designs, implements, and evaluates better business practices across CHS with a particular focus on providing exceptional customer services. Oversees customer service support processes to enhance customer satisfaction. Works closely with the CHS Director to make decisions for operational activities and develop and establish strategic goals across CHS. Evaluates regularly the efficiency of business processes across CHS and works with CHS Branch Managers to develop and implement process improvements. Makes broader recommendations to CHS Director regarding how to strengthen CHS programs and better serve customers. Synthesizes CHS business processes and identifies, develops, and directs needed quality improvement activities with focus on customer satisfaction.

EJF 3: Special project management (20%)
Provides direction and guidance for CHS special projects, including major IT initiatives. Oversees and directs staff activity relating to legislative analysis and research, cost estimates, and implementation activities within CHS. Directs CHS activities around major Section-level projects. Forms and leads cross-sectional CHS teams to complete major projects. Establishes goals, objectives, and work plans associated with major CHS projects. Assigns and supervises CHS staff involvement. Directs evaluation activities of project impact and success. Develops long-range and short-range plans for successful project implementation.

EJF 4: CHS Operations, budget, and administrative staff management (20%)
Oversees administrative staff for CHS. Ensures seamless administrative support across CHS. Works closely with the CHS Staff Services Officer to assign administrative tasks and functions to CHS administrative staff. Oversees recruitment, hiring, supervision, and performance evaluation of CHS administrative staff. Works closely with the CHS Staff Services Officer and CHS Director to oversee compilation of the CHS budget, including budget management and creation of useful financial reports. Reviews the budget to ensure alignment with CHS strategic direction and adjusts operational budget as needed to meet CHS goals and objectives. Consults with CHS Branch Managers and Staff Service Officer to develop and maintain financial plans.

EJF 5: CHS representation and stakeholder engagement (15%)
Represents CHS at major business meetings with internal and external partners. Acts on behalf of the CHS Director at meetings, conferences, speaking engagements, and various committees. Knowledge Skills Abilities:
Knowledge of health, healthcare and public health data, programs and practice

Knowledge of strategic planning, budget management, human resource management and project management
Knowledge of the agency’s organization and strong understanding of public health programs
