Job Description:
Texas Health and Human Services Commission (HHSC) Office of Inspector General (OIG) seeks highly qualified candidates to fill the Management Analyst IV position within the Data Reviews Division.

OIG’s mission is to improve the health, safety, and well-being of Texans through good stewardship of public resources, and a focus on core public health functions. OIG is a dynamic organization that specializes in the prevention, detection, audit, inspection, review, and investigation of fraud, waste, and abuse in the provision and delivery of all state health and human services and enforces state law related to the provision of those services. The OIG’s Data Reviews division develops OIG initiatives through research and innovation, employing tools and processes that leverage the power of data to increase efficiency.

Working under the leadership of the Deputy Inspector General of Data Reviews, the Management Analyst IV will serve as a senior coordinator for Data Operations and the Recovery Audit Contractor (RAC) teams, supporting the teams and assisting the Deputy IG with cross-divisional functions. The Management Analyst IV will facilitate collaboration and coordination across the teams, lead and manage projects, assist the Deputy IG with special assignments, and provide organizational management and infrastructure development for Data Operations and RAC. This position performs highly advanced, senior-level administrative and policy analysis work that involves planning, directing, and overseeing activities to assist the Deputy IG and Data Operations management team. Participates in activities to ensure the success of internal and external meetings, cross-divisional projects, and Division goals; facilitates development of presentations and talking points; tracks and reports performance measures; monitors and improves production management tools; conducts specialized tasks and duties pertaining to fiscal, administrative, and program functions; and performs other duties or tasks as assigned. This position may supervise the work of others. Work is performed under minimal direction with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and Division policies and procedures.

*** This position can telework % from any OIG location within Texas consistent with HHS telework policies. Position may need to occasionally report to the HHSC headquarters office in Austin, Texas to attend in-person meetings. May require up to 10% travel.***

Essential Job Functions:
(20%) Promotes compliance with applicable federal and state laws, rules, and guidelines. Participates in activities to ensure the success of internal and external meetings, cross-divisional projects, and Division goals. Assists the Deputy IG of Data Reviews in preparation for meetings, OIG- or Division-wide calls and presentations, periodic meetings with other relevant stakeholders, and drafting memos or other publication content. Monitors, tracks, and reports data to measure the effectiveness of the Data Operations team and its progress toward the achievement of goals and objectives. Assists with the development, implementation, and delivery of Data Operations policies, procedures, processes, training, and quality assurance activities.

(20%) Facilitates development of presentations and talking points, tracks and reports performance measures, and monitors and improves production management tools. Performs highly complex and often time-sensitive research related to Medicaid and other Health and Human Services programs. Coordinates extensively with OIG management and staff to collect pertinent information on behalf of the Deputy IG of Data Reviews. Consolidates and reports research findings in a way that is useful to management and appropriate for the intended audience. Monitors and reports progress toward performance measures. If measures are not achieved or a challenge is identified, analyzes cause and reports results and recommendations to management. Reviews performance measures and methodology periodically, making recommendations for improvement to existing measures, deletion of ineffective measures, and addition of new measures, as appropriate. Distributes productivity reports to management and develops new reports as needed to forecast resource availability for future projects and needs.

(20%) Conducts specialized tasks and duties pertaining to fiscal, administrative, and program functions. Manages Data Operations and RAC projects and tasks, including team priorities, workplans, and special assignments. Performs ongoing team risk assessment activities and participates in OIG workgroups on behalf of the Data Operations and RAC teams. Coordinates with other Data Reviews teams and other OIG divisions to ensure appropriate response and collaboration for both internal and external projects and processes. May serve as a legislative contact for the Data Operations and RAC teams, including analysis of complex legislative proposals and responses to inquiries from OIG’s Government Relations team.

(20%) Assists with management tasks, including support for hiring and recruiting for key positions, drafting job descriptions, screening applications, developing interview and evaluation tools, and leading interviews. Assists the Deputy IG for Data Reviews with budget oversight, purchasing and contract activities, audit coordination, organizational and strategic planning, and other administrative tasks. Assists with coordinating team meetings and promotes transparency and continuous communication for the continued success of the Data Operations and RAC teams. Monitors and reports on team activities and coordinates with teams to draft copy related to achievements for inclusion in OIG publications.

(20%) Provides support, guidance, and accountability for team activities, processes, and communications. Assists with Data Operations and RAC contractor coordination, ensures compliance with federal and state requirements, and assists with the development of processes for strengthening performance.
