Investigator III
This position is telework-eligible following a successful 30-day probationary period and ongoing adherence to performance standards.
Performs complex investigative and supervisory work in the Other Needs Assistance (ONA) provision of the Federal Assistance to Individuals and Households Program (IHP). Oversees the management of disaster assistance related investigations and investigative staff, develops policy and procedures, and investigates complex and special cases of fraud, lost, stolen, and forged disaster assistance grant checks and funds recovery. Prepares restitution agreements and related documents to recover unauthorized benefits due to administrative errors, over-payments, or fraud; and submits required information to appropriate agencies and private institutions to ensure the recovery and/or re-issuance of grant funds. Coordinates investigations with the Federal Emergency Management Agency (FEMA) and state agencies as needed. Establishes and maintains administrative controls to manage the expenditure of funds in accordance with established guidelines. Resolves issues to ensure clients receive funds or recovery of funds. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Supervises unit/staff including planning work schedules, monitoring output, and ensuring compliance with policies and procedures. (20%)

Develops and maintains accounting systems, controls, policies, procedures, and records in conformance with state and federal standards. (15%)

Tracks, monitors, plans, coordinates, or schedules activities on a complex level to ensure deadlines or requirements are met. (15%)

Plans, coordinates, and monitors service delivery in assigned area to ensure effective and efficient program operations. (15%)

Serves as liaison for assigned area on complex issues with agency staff or outside entities. (10%)

Investigates and documents evidence regarding alleged theft or violation involving agency programs. (10%)

Develops and maintains policies, procedures, rules, or standards. (10%)

Provides instruction, guidance, or training of staff. (5%)

Knowledge Skills Abilities:
Ability to supervise others.

Skill in using a personal computer.

Ability to communicate effectively, orally and in writing.

Ability to conduct moderately complex investigations, gather facts, evaluate findings, and prepare concise reports.

Ability to interpret and apply program policy.

Knowledge of investigative practices and techniques.

Knowledge of program policies, rules, and regulations.

Knowledge of state criminal law violations pertaining to theft, forgery, and fraud.

Skill in developing sources of information.

Ability to effectively coordinate with internal and external partners on investigations related to fraud and re-issuance of grant funds.

Ability to establish priorities according to relative importance and deadlines, set goals, manage time efficiently, and complete work within required timeframes.
