Job Summary
The Loudoun County Department of General Services (DGS) is seeking a motivated and experienced individual to lead the recently created Energy and Environment Division. The Division is responsible for implementing the Board's priority Environment and Energy Work Plan that expands the County's efforts with energy sustainability and natural resources. The position will lead a team comprised of an Energy Program Administrator, an Energy Coordinator, and an Environmental Program Manager, and will be expected to interact regularly with the Board-appointed Environmental Commission.
The successful candidate will provide leadership and direction for the team by managing the planning, organization, budget, and oversight of the Environment and Energy Work Plan for various diverse studies and projects such as the County Energy Strategy, Solar PPAs, Energy Equity, Watershed Management Plans, Tree Canopy Assessment, and Wildlife Corridors. In addition, this position would be expected to provide leadership to new efforts related to District Energy and the development of a Natural Resources Strategy for the County.
The Division Manager, with the help of the Assistant Director, will administer, track, and be expected to report quarterly to the Board and track an annual program budget for these efforts, as well as seek and manage grant funds.
Hiring Salary Commensurate with Experience
Minimum Qualifications
Master's degree in an applicable energy, natural resources, or Public Administration field; four (4) years of related and progressively responsible work experience, preferably in a government setting or a department-related area; or equivalent combination of education and experience.
The following are preferred qualifications:
Two or more years of supervisory experience
Professional experience in program design and evaluation
Professional/management certifications in areas related to energy or natural resources such as Certified Energy Manager, Certified Environmental Professional, Leadership in Energy and Environmental Design (LEED), and/or Project Management Professional (PMP)
Active membership in job-related professional organizations
Job Contingencies and Special Requirements
Must possess a valid driver's license. Employment is contingent upon successful completion of criminal, credit, and DMV background checks.
Subject to recall or being held beyond scheduled workday. Must be available to respond to County emergencies 24/7 as directed in accordance with Department policy and written or verbal directive. This position is considered "essential."
