Welcome to Loudoun County Government, where we're seeking a highly skilled and motivated individual to join our team as a Systems Manager. This is a full-time position located in the Administrative and Technical Services Division at the Sheriff's Office Headquarters.

Job Summary

Under the general direction of the designated supervisor, the Systems Manager will be responsible for managing assigned IT operations and staff to support department systems, applications, and projects. This includes managing applications used by law enforcement personnel, analyzing data sets, providing law enforcement data reports to staff, overseeing the implementation of new IT projects, managing security protection of IT systems, managing the Records Management System, and managing the Personnel Management System.

Key Responsibilities

  • Manage law enforcement programs and applications
  • Contribute towards the development of the division budget
  • Ensure the effectiveness of software operational environments during critical operations
  • Perform needs analysis, requirements definition, and systems design
  • Manage the design, testing, documentation, and functional specifications for complex systems
  • Develop project plans for production of deliverables and report in mechanisms
  • Assure accountability for timelines and deliverables
  • Encourage high performance and motivation of program staff
  • Provide leadership to ensure achievement of department goals
  • Identify and recommend new service level requests
  • Contribute to the development of strategic plans
  • Represent the department at internal meetings, meetings with other departments, vendors, and conferences
  • Interact with department senior management and other departments' senior management
  • Provide support to internal law enforcement personnel
  • Consult to identify needs and issues
  • Provide alternatives and suggestions for addressing and consulting with colleagues to develop best practices approaches to address departmental needs and requests
  • Contribute to policies impacting assigned programs
  • Provide planning assistance, consultation, and problem-solving to law enforcement personnel, sections, and divisions
  • Build a project portfolio creating a strategic portfolio for Loudoun County projects requiring technology
  • Work with managers to create a process for investment decisions
  • Prioritize new work, determine metrics, and provide a project management methodology
  • Provide feedback and recommendations to the Division Commander about operations, equipment needs, and issues
  • Provide technical support for complex or difficult to resolve issues
  • Consult with colleagues to develop solutions to complex technical issues
  • Administer and manage contracts with vendors to ensure performance and services comply with terms and provisions of contracts
  • Manage projects to design, program, test, debug, document, and meet the functional specifications for complex application programs and systems
  • Manage, direct, and provide oversight of overall customer support services provided by the team and contractors
  • Manage staff performance in accordance with County and Human Resources policies
  • Provide regular feedback
  • Complete appraisals of performance
  • Ensure staff adheres to all applicable policies and procedures of the Department and of the County
  • Ensure staff is trained and certifications are current
  • Advise supervisor of challenges with staffing, workload, or performance

Requirements

  • Bachelor's degree in Computer Science or related field
  • Three (3) years of related work experience in operations management, network engineering, systems development, enterprise systems management, budgeting, automation, and administration, including one (1) year of supervisory experience
  • Equivalent combination of education and experience
  • Prefer certifications such as ITIL, PMP, or CAPM
  • Prefer experience in Innotas/Planview software, Leankit tools, other project management software, SharePoint, Teams, and ServiceNow software

Selection Process

The selection process includes review of the Applicant Screening Questionnaire and County employment application, in-person interview(s), and an intensive background investigation to include fingerprinting, credit check, driving record, and polygraph examination.

Work Schedule

This position will work hours per week and may be required to work occasional nights and weekends.
