Job Summary:

ADOT’s Transportation Systems Management and Operations (TSMO) Division is responsible for operating, maintaining and optimizing the State’s transportation system in order to enhance the safety and mobility for all roadway users. Within this Division, the Systems Maintenance Section has the responsibility to maintain and operate the traffic signals, ramp meters, Dynamic Message Signs, CCTV cameras, Roadway Lighting, Wrong Way Detection, Dust Detection, Truck Escape Ramps, Road Weather Information Systems, Deck Park tunnel electrical and mechanical operations, and all stormwater pump stations in the Phoenix Metro Region. This section also manages ADOT’s fiber optic system, provides technical
assistance to ADOT’s broadband office, and provides maintenance and operation support and resources for all statewide ITS deployments. TSMO’s maintenance operations touch every stage of development from planning to design to construction and ultimately to the operation and maintenance of the State Highway System. The Systems Maintenance Manager will provide the leadership and supervision for approximately 50 FTEs. This position will support multiple contract delivery methods in support of the maintenance of the State's transportation system infrastructure either through the use of state procurement contracts or through the Agency's project development process, and will interact directly with local agencies and other ADOT stakeholders to provide for the effective and efficient operation of the State's Transportation system. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Manage and provide the leadership to staff in support of the maintenance and operations of all traffic management technology and ITS deployments
including but not limited to traffic signals, roadway lighting, vehicle detection/count stations, ramp metering, DMS, wrong way detection, dust detection, CCTV cameras, RWIS, fiber optic trunkline/backbone and other types of backhaul communications. Approve work schedules, monitor and review work activities and duties, and develop individual performance objectives in conjunction with the Agency’s mission.

Manage and provide leadership to staff in support of the maintenance and operations of the deck park tunnel operations and stormwater pumping
station operations including but not limited to setting and approving work schedules, monitoring and reviewing work activities and duties, and
developing individual performance objectives in conjunction with the Agency’s mission and goals.

Provides leadership, 1:1 coaching, mentoring, and supervision of subordinate personnel. Develops job responsibilities and performance expectations for all direct reports. Documents those responsibilities and expectations and communicates them to employees. Monitors performance and communicates results both periodically and annually to employees with appropriate corrective actions, where warranted. Monitor and manage the business unit’s allocated budget, procurement contracts, and annual MAG funding line items.

Has a high volume of contact with the general public, agency management, employees, and a variety of government officials. Responsible for responding to phone, e-mail, letters, and all other inquiries from public and agency partners. This position provides consultation to the Deputy Division Director and executive staff, as well as the Attorney General's Office, ADOT Risk Management and ADOA Risk Management regarding litigation activities and strategies to reduce liabilities.

Attends appropriate training, seminars, forums, and national conferences relating to applicable traffic signal, lighting, and ITS operations and maintenance.

Performs other duties as assigned to insure all staff is actively engaged, evaluates workflow processes, and optimizes operating procedures to effectively manage time and efficiencies.

-Knowledge in maintaining traffic signals, lighting, and ITS features and their associated service life.
-Knowledge of administrative procedures and methods related to leading personnel within the Division sections/units.
-Knowledge of Department project programming procedures.
-Knowledge of budgeting process and procurement procedures and general accounting principles.
-Knowledge of personnel and resource management requirements and methods.

Selective Preference(s):

-Bachelor of Science in Civil Engineering or a closely related field.
-State of Arizona registration as a professional engineer in civil engineering or closely related field (or eligible for reciprocity) or, a minimum of 5 to 10-years of experience related to design, construction, maintenance and operation of traffic signals, lighting and ITS systems.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) ).
