The Oregon Convention Center is searching for a Public Safety Manager. This position will supervise our 24/7 Public Safety Department. As the Public Safety Manager, this position must be able to perform all the essential job duties listed below; however, this list is not intended to include all of the specific tasks which an employee in this position may be expected to perform. The position supervises and supports public safety services to the venue, staff, clients, attendees, and events at the Oregon Convention Center.

As the Public Safety Manager, this role will:

Hire, train, coach, and supervise Public Safety Agents including evaluating staff performance. Plan, assign, and coordinate staff activities and workload to help foster a safe environment. Provide leadership and oversight to Public Safety staff and, as appropriate, third-party security providers to plan and safely host events and operations at the center. Contribute and implement security processes, practices, and policies. Implement and support the Public Safety Department budget preparation, expenditure control, recordkeeping, and authorizing/approving expenditures. Work directly and collaboratively with other departments (such as Facilities, Guest Experience, and Event Services) to determine scheduling and security needs for shows and events. Establish monthly staffing schedules to address daily security needs. Arrange coverage for call-offs or additions and communicate schedule changes. Event risk assessment consult with venue clients and external resources for event public safety, threat identification, and risk management. Develop risk mitigation plans and engage the broader OCC teams as appropriate and needed. Lead response to escalated critical incidents and emergencies and supervise and direct crowd management measures. Assist with safety and security policy development as directed by the Director of Public Safety. Track and schedule required training in life safety and regulatory safety training, including, but not limited to, DPSST security training, CPR, and blood-borne pathogens training.  Review incident reports, manage keys & equipment, monitor and review video surveillance and communication equipment. Work directly with Law Enforcement agencies, including but not limited to police, FBI, and DHS. Ability to analyze and interpret complex data and information; direct others involved with analysis. Ability to maintain confidentiality.

TO QUALIFY
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific in your application materials on how your background is relevant.

Minimum Qualifications: 

High School Diploma or GED; AND  Some specialized training and knowledge beyond the high school level in the function or responsibility that is to be supervised; AND Three years of directly related experience such as private security services, military, or civilian law enforcement fields; AND Two years of supervisory experience; OR  Any combination of experience and education that provides the applicant with the desired skills, knowledge, and ability required to perform the job.

Background Check:

The candidate selected for the position will need to pass a criminal background check prior to being hired. Criminal convictions do not necessarily preclude employment and will be evaluated on a case-by-case basis. 

Required:
Within 180 days of hire you will need to complete the following training:

Current driver's license and driving record sufficient to be insured by Metro insurance carrier. First Aid and CPR/AED certification STOP THE BLEED training Current Oregon DPSST Unarmed Security Certificate DPSST Security Supervisory Certification DPSST Trainer Certification De-escalation Training Trained Crowd Manager Successfully pass the Facility Security Agent Physical Capacity Test

Supervisory experience in a union environment Supervisory and security experience in a similar event-driven environment Supervisory or Executive Manager DPSST License Associates Degree or higher 3-5 years of management experience Video surveillance and access control software

COMPENSATION, BENEFITS AND REPRESENTATION
The full salary range for this position is step # 1, $84,726.00 to step # 7, $113,541. However, unless a candidate’s qualifications justify, based on the Oregon Pay Equity Act requirements and Metro’s internal equity review process, the appointment will likely be made between Step 1, $84,726.00 to the equity range Step # 4, $98,081.00.
 
This position is not eligible for overtime and is non-represented. It is classified as a Service Supervisor III (Download PDF reader) Classification.
