Community Engagement Specialist

Under the direction of the HIV/STD Program Manager, this position performs complex technical assistance work to oversee and direct the planning, coordination, and evaluation of programmatic efforts aimed at establishing new and ongoing community linkages and partnerships. Responsibilities include developing and implementing strategies for increased community engagement and education on current HIV/STD trends, coordinating testing events with community and private sector partners, and ensuring public awareness of resources offered through the DSHS HIV/STD program. The role involves collaboration with the HIV/STD and Tuberculosis (TB) Program Managers to design, implement, and evaluate outreach efforts with community stakeholders, including community-based organizations, clinical hubs, private medical providers, and the public in both urban and rural areas. The position operates under general supervision, with moderate latitude for initiative and independent judgment. Essential Job Functions:
(45%) Provides regular review and feedback on expansion program activities and ongoing projects with HIV/STD and TB Program Managers. In partnership with Program Managers and existing HIV/STD and TB staff, reviews opportunities for new engagement and program development. Regularly updates community partner contact information and seeks updates where needed. Monitors the team events schedule to identify gaps or problematic overlaps. Reviews and evaluates compliance with program policies and procedures, promoting the achievement of program objectives and goals. Collaborates with surveillance and public health follow-up staff to identify trends and resolve technical issues.
(25%) In collaboration with HIV/STD and TB Program Managers and the Epidemiology team, assesses, develops, and implements quality assurance procedures for the HIV/STD/TB program. Studies and analyzes operations and challenges, prepares reports of findings and recommendations, and justifies recommended procedural changes. Recommends and coordinates activities to enhance program efficiency and effectiveness. Regularly meets with team and management staff to communicate opportunities for development and growth.
(20%) Serves as a liaison to staff, government agencies, community organizations, healthcare providers, and laboratories in the region, providing technical assistance on HIV/STD and TB testing technology and treatment options. Explains test results to patients. Develops and provides educational materials to train healthcare providers, community-based organizations, and laboratories on best practices in HIV/STD/TB testing and treatment. Identifies gaps in staff knowledge and recommends appropriate internal or external training resources. Represents the program in meetings with state and local agencies and organizations.
(5%) Assists HIV/STD and TB Program Managers in collecting, organizing, analyzing, and preparing materials in response to requests for program information and reports from DSHS Central Office and the Centers for Disease Control (CDC). Collaborates with the Epidemiology team to manage data and create programmatic reports. Prepares comprehensive reviews of programmatic literature, statutes, rules, and policies. Completes programmatic reports, studies, and specialized projects. Assists Program Managers in preparing for and participating in audits and program site reviews.
(5%) OTHER DUTIES Performs other duties as assigned, including actively participating in or supporting the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation. This may require alternate shift assignments and/or location. Willingness to work outside regular hours (Monday-Friday, 8:00 AM - 5:00 PM) is expected. Knowledge Skills Abilities:

Public Health: Understanding of public health principles, surveillance techniques, and current public health programs.
Medical Terminology: Familiarity with medical terminology and infectious disease surveillance systems in Texas.
Public Health Laws: Knowledge of Texas public health laws and current social, economic, and public health issues.
Data Management: Proficiency in data management and statistical methods, with experience using personal computers and software, including Microsoft Office and Adobe.

Leadership: Capacity to provide leadership and technical advice on programmatic management and logistical coordination.
Epidemiologic Training: Ability to advise and train staff in planning, conducting, and reporting epidemiologic investigations.
Survey Analysis: Experience in designing, analyzing, and reporting on data from web-based surveys.
Travel: Willingness to travel as needed.
