Job Description:
The Department of Family and Protective Services (DFPS) Internal Communications Specialist performs advanced (senior-level) informational and communications work involving the collection of information to develop, create, and produce content and materials for release to various communications media (broadcast, print, digital, and/or social) and for use by the agency, the general public, and other government agencies. The Internal Communications Specialist supports the Web & Creative Services Division’s goal to inform and engage DFPS employees across the state of Texas through concise, informative, and engaging products Essential Job Functions:
Conducts interviews and research, verifies sources, and ensures the completeness and accuracy of print and online materials.
•Network with DFPS divisions and programs to conduct interviews and develop stories, video and photo content that represent a diverse range of employees across the state.
•Review source materials and collaborate with various subject matter experts to ensure content is accurate and error-free
•Proofs and edits all division-produced print and digital content to ensure accuracy

Responds to general inquiries about agency activities.

Conducts marketing outreach to community and professional groups to promote interest in agency activities.
•Define agency’s internal communications strategy and develop methods to measure effectiveness of various products, including surveys, focus groups, etc.
•Collaborate with cross-functional teams to ensure accuracy of information.
•Builds strong and supports relationships with all stakeholders within DFPS.

Analyzes content for accessibility and recommends changes to make content accessible and remediate accessibility issues.

Participates in usability testing for online content and develops enhancements.
•Uploads and maintains content in agency intranet website (Sharepoint)
•Assist Web Services Team by testing usability of online content and makes recommendations for improvements.

Plans layout, design, illustration, production, color selection, and ink and paper selection for artwork.
•Plans, creates, and publishes illustrations, infographics and digital content on agency intranet.

Coordinate preparation and distribution of organizational publications, news and informational releases, talking points and scripts, advisories, newsletters, fact sheets, and content for websites and social media.
•Writes and edits written and spoken copy for accuracy, grammar, spelling and punctuation
•Develops a range of communications products to support DFPS programs and activities, e.g., Commissioner messages, fact sheets, presentations, web content, talking points, emails, and white papers.
•Researches, writes, and edits magazine and website articles, video scripts, digital signage copy and talking points for DFPS’ internal communications activities.
•Writes for a variety of content types including, but not limited to, websites, print publications, video scripts, and agencywide emails.

Coordinate the illustrative, photographic, or audiovisual content of products.

Evaluate effectiveness of news and information content produced by the organization and coordinate its distribution.
•Consults with DFPS executive leadership and division leadership, as needed, to define the scope, purpose, objectives, time frames and resources requirements to study and understand internal communications needs and objectives that will benefit the agency to educate, inform, connect, and inspire DFPS staff to evaluate and improve the effectiveness of implemented programs through qualitative and quantitative feedback mechanisms.

Plan and execute public information programs, conferences, seminars, workshops, and public hearings.
•Facilitates and participates in agency business meetings, conferences, seminars, and boards with internal and external stakeholders to support DFPS internal communications activities and gather crucial feedback and information to implement strategic changes as it relates to internal communication.

Consults with and advise agency leaders and staff about public information options and programs.
•Consult with and advise agency’s executive leadership team regarding various all-employee communications’ messaging strategy and execution.
•Ensures that internal communications and initiatives align with the agency’s mission, vision, and goals and complies with policy requirements.

Serve as primary agency liaison with the media and coordinate media visits.

Monitor content on social media sites and/or prepare content and general comments for posting.

Create and analyze reports on social media or web activity and its effectiveness.

Develop strategies and tools to improve social media presence.
Knowledge Skills Abilities:
Knowledge of agency functions, policies, and procedures.
Knowledge of news and communication media.
Knowledge of various social media platforms.
Knowledge of editing and preparing informational material.
Knowledge of design principles.
Knowledge of publishing and broadcast industries.
Knowledge of creating, writing, editing and preparing informational material; design principles; and publishing and broadcast industries.
Skill in editorial and design practices, and in the use of a computer and applicable software (Adobe Creative Suite).
Ability to research and prepare information, to design communication plans and materials related to the goals and priorities of the agency, to compose usable content for websites and social media, to prepare copy and scripts, to design broad communications plans and materials, and to communicate effectively.
Knowledge of Sharepoint functionality
Strong interpersonal and writing skills
Knowledge of AP Style
Excellent organizational and time management skills
Established skills in Microsoft Suite (Excel, Outlook, Teams)
Demonstrated the ability to work effectively, both independently and in a team environment
Ability to oversee and/or supervise the work of others.
