Job Description:
Under the general direction of the Director of WIC Program Business Support & Operations, serves as engagement coordinator for

WIC Information Technology (IT) systems.

Work involves collecting, enhancing, and authenticating user requirements; the evaluation, and validation of business processes;

the establishment and confirmation of user acceptance testing; the coordination of post-implementation systems support; and

reinforcement of the systems development life cycle. Maintains project communication plans, stakeholder lists, and governance

structure. Coordinates communications with internal and external stakeholders, which may include but are not limited to; broadcast

emails, presentations, newsletters, written and verbal communications, reports and webcasts. Utilizes organizational change

management techniques in project communications to facilitate user acceptance and adaptation of system and process changes.

Coordinates team meetings, vendor activities, and other project-related meetings as needed. Prepares project documentation and

status reports and delivers to varied levels of staff including internal and external executives, managers, customers, associates, and

state officials.

This position additionally provides engagement support for WIC Systems. Works closely with Project Lead to engage and

coordinate with stakeholders, business leads, and Subject Matter Experts to document and secure approval of functional and/or

technical requirements. Interfaces between various functions within the WIC program, HHSC Information Technology (IT), local

agencies, and project vendors to coordinate project efforts. Reviews vendor deliverables and deliverable expectations documents,

ensuring that they are in line with contractual agreements. Essential Job Functions:
30% - Translates user requirements into technical requirements to assist with automating, processing, or improving

existing systems and procedures for the Nutrition Services Section. Translates user requirements into actionable

requirements documentation for WIC application development and support vendors and State IT staff. Interfaces

between various functions within the WIC program, HHSC Information Technology (IT), and the local agencies to

coordinate project efforts. Assists with the preparation of management level reports and keeps senior management

staff apprised of project progress and problem areas with recommended solutions.

30% - Supports projects in the Nutrition Services Section using accepted project management methodologies.

Develops criteria for evaluating programs, proposals, and other pertinent information related to project

assignments. Establishes project budgets and cost estimates, schedules, and work plans. Determines resource

needs and coordinates allocation. Oversees and manages project cost to ensure it meets budget objectives.

Ensures compliance with the DIR Project Framework requirements, Federal reporting, and processes, and

applicable HHSC and DSHS policies and procedures.

20% - Maintains industry standards of quality assurance and structured project management. Oversees and

manages project quality to ensure project deliverables meet program business needs and fulfill the terms of the

project contract. Recognizes potential project risks and difficulties and develops strategies to reduce or eliminate

them. Evaluates proposals and bids and provides recommendations to management. Demonstrates business needs

and project feasibility and starts projects after obtaining authorization and program commitment. Provides advice

on quality governance of projects and ensures compliance with relevant standards. May organize, allocate, and/or

direct the work of others.

10% - Works closely with the Program and Project Management Leads as needed to ensure consistency in

governance reporting. Coordinates with the Project Management Lead to manage the preparation of written

documents and archives including project management plans, USDA-required Advanced Planning (e.g., PAPD,

APD, and IAPD) documents, subsidiary plans, scope agreements, business/systems analyses and proposals,

standards, policies, procedures, and customer documentation for end-users or system support staff, databases,

progress reports, budget reports, and lessons learned using a PC and Microsoft Project, Access, Excel, Word,

Outlook, and the internet.

5% - Provides guidance, clarifies project processes and procedures, and communicates to stake holder groups and

program staff. Collects and circulates project information, status reports, and budget expenditures. Synchronizes

project actions with other state organizations, governmental authorities, or private sector service providers and

suppliers, including USDA Food and Nutrition Services.

5% - Perform other duties as assigned including but not limited to actively participating and/or serving in a

supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations

(COOP) activation. Such participation may require an alternate shift pattern assignment and/or locations. Knowledge Skills Abilities:
Knowledge of structured project management techniques as advocated by the Project Management Institute

(PMI).

Knowledge of gathering business user requirements and translating them into technical requirements.

Knowledge of the capabilities and limitations of computer systems or management information systems.

Knowledge of Software Development Life Cycle (SDLC) methodologies.

Knowledge of public administration and management techniques.

Knowledge of program planning and implementation.

Skill in using project management tools, especially Microsoft Project.

Skill in using a PC and Microsoft Excel, Outlook, PowerPoint, Access, and Word.

Skill in problem-solving, conflict resolution, and negotiation.

Skill in working collaboratively and cooperatively with colleagues.

Skill in writing analyses, documentation, proposals, plans, policies, procedures, standards, or reports.

Skill in coordinating or facilitating a large and complex project.

Skill in written and verbal communications and the ability to communicate clearly, concisely, effectively.

Ability to work independently and deliver results in a timely manner.

Ability to plan, organize, schedule, assign, and monitor completion of assigned projects and to manage multiple,

overlapping projects.
