Summary

Provide administrative support on the practical and clerical aspects of office administration, to include human resources, budget, acquisition and property management, and other administrative support services, and to perform staff support work in each of these areas. A broad working knowledge of special or complex procedure or practice in these areas is required to facilitate the processing of a wide variety of transactions in these many functional specializations.

Duties

Budget and Financial Management: Using automated financial systems, performs a variety of day-to-day tasks managing an over $4 million budget from various fund sources; researches issues and recommends solutions/adjustments; performs audits of various activities.
Human Resources Management: Acts as park liaison with Servicing Human Resource Office; uses automated personnel system to enter personnel actions; assists with PIV card management; assists supervisors with hiring; acts as park workers compensation coordinator; serves as backup timekeeper.
Housing Management: Administer all aspects of a housing program; manages housing assignments; uses an automated system to enter tenant data for payroll deductions; liaison with maintenance staff for housing improvements or corrections.
General Administrative Support: Assist with standard office functions such as receptionist, mail, and office machine maintenance; obtain and maintain government purchase card for bill payments and general office supplies.
Acquisition and Property Management: Ensures that property is appropriately marked to identify it as government property, enters the property information into automated systems, and conducts property inventories and report of surveys. Tracks property acquisitions, transfers, and disposals, and prepares forms to report and sell excess and surplus property.

Duties will be developmental in nature when filled below the full performance level.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. CHSC and HOSP : You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. BRVB, WICR and VOYA: You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-06/03/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Proficiency Requirements: Typing Proficiency - The duties of this position require the applicant to have the ability to type at least 40 words per minute based on a 5-minute typing sample with three or fewer errors.

GS-05: Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). . This experience includes activities such as: knowledge and application of regulatory requirements, such as providing program and administrative support; operating office automation equipment in the preparation of a variety of reports, letters, memorandums, transmittals, etc.; receiving visitors and ascertaining the nature of their business; furnishing statistical, general, or specific information; reviewing time sheets to ensure accuracy and compliance with policies and regulations; preparing leasing studies and human resource/workforce management procedures. You must include hours per week worked. EDUCATION: Successful completion of a at least four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree. (This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours in a college or university, or at least 20 hours of classroom instruction per week for 36 weeks in a business, secretarial, or technical school). One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. You must include transcripts.
GS-06: Applicants must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position. Specialized experience for this position includes performance of clerical and administrative duties to support general administrative and/or human resources function of a business, agency, or organization. Examples include typing letters, memos, compiling data, maintaining confidential records, assisting with preparing paperwork for personnel actions, assisting with workers compensation claims, or other like functions; experience preparing time and attendance, the administrative processes and procedures in travel, and knowledge of commonly used software including word processing. You must include hours per week worked. GS-07: Applicants must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This specialized experience includes answering questions/providing guidance to employees regarding payroll issues; coordinating human resource activity; providing guidance to supervisors and management on personnel issues; using automated systems; assisting staff with Office of Workers Compensation issues; extensive knowledge and application of regulatory requirements, verify time and leave balances; such as providing program and administrative support; maintaining files; and devising new standard operating procedures and office practices. You must include hours per week worked. Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

FOR GS-5: To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
