IT Legislative Director IV

The Director IV position is selected by and reports to the HHS Information Technology Associate Commissioner of Strategic Operations (AC of Strategic Operations). This position serves as the legislative relations lead, providing direction and guidance in building and maintaining HHSC IT’s reputation with external stakeholders and the Legislature to assist in the accomplishment of the agencies mission. The position is responsible for developing relationships with external stakeholders, elected officials and other HHSC divisions and DSHS. Coordinates with the ACSO to determine IT’s legislative priorities, providing direction and strategic guidance to IT staff in communications and interactions with external audiences, including preparation of external materials, responding to legislative and external inquiries and legislative protocols. Coordinates IT’s legislative priorities and activities during the legislative session. Duties include providing direct managerial oversight to IT government affairs, IT legislative communications and policies, including planning, and assigning of work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions:
(40%) Serves as a liaison to state and federal legislative staff, stakeholders, and the public to ensure IT needs are met, and that information and issues are appropriately escalated to the ACSO. Advises the ACSO and IT leadership on strategic interaction with stakeholders and the public involving IT policy and action issues.
(15%) Oversees the development of legislative initiatives, supporting documents and other materials for IT.
(10%) Oversees the department protocol and policies and procedures for analyzing and tracking legislation, developing fiscal notes, coordinating with other IT departments, HHSC divisions and DSHS. Provides direction to IT staff participating in the legislative process.
(15%) Provides quality leadership and direction to the IT Government Relations staff. Hires, manages, and develops staff to ensure IT objectives are met. Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations. Develops work plans; assesses staff performance; resolves performance problems; recognizes exceptional performance; and conducts performance evaluations at least annually. Reviews and approves leave and carries out other expected Human Resources activities with direct reports.
(10%) Maintains excellent coordination, communication, and collaboration with other divisions within HHSC and DSHS. Represents IT at business meetings, legislative sessions, conferences, and seminars. Implements the agency customer service activities, including supporting the advisory councils and working with agency stakeholders.
(10%) Performs other duties, as assigned. Keeps ACSO informed as required or as necessary. Knowledge Skills Abilities:
Knowledge of the Texas legislative process.
Knowledge of local, state, and federal laws and regulations relevant to health and human services and how they apply to the HHS environment.
Knowledge of analyzing proposed legislation and its policy and fiscal impact on HHS and if applicable other divisions and DSHS.
