GENERAL DESCRIPTION

:

Performs highly advanced (senior-level) legislative and consultative work. The Senior Legislative Affairs Advisor reports directly to the Director of External Affairs (Director) and works closely with the Director and the Executive Director.The Advisor works under minimal supervision and has extensive latitude for the use of initiative and independent judgment.The Advisor is primarily responsible for key duties in the Legislative Affairs section of the Division of Policy and Public Affairs (DPPA) including serving as a liaison between the Department and the Texas Congressional delegation, Office of the Governor, state legislature, statewide associations, and general public.The Advisor performs research, collection, and dissemination of factual information relating to agency legislative initiatives.The Advisor is also responsible for monitoring and analyzing federal and state legislation which may affect the agency.The Advisor also works with the Director in performing these and other duties as assigned.

SPECIFIC JOB RESPONSIBILITIES:

Serves as the agency’s main liaison to the Legislative Budget Board, the House Committee on Appropriations, and the Senate Committee on Finance Participates in agency activities related to the legislative session; and attends legislative hearings and meetings with legislators, legislative staff, and other legislative liaisons. Serves as the agency’s Fiscal Note Coordinator Assists the Director to coordinate agency interaction and testimony before legislative committees and to help train agency staff in testifying in legislative committee hearings. Assists the Director to coordinate responses to legislative inquires, and reviews and edits legislative correspondence. Assists the with reports and policy analyses which are submitted to agency executive leadership Assists the Director with analyzing state and federal legislation and prepares reports on newly enacted laws and pending state and federal legislation Assist the Executive Director with special projects Monitors standing and interim committee schedules and agendas, and communicates relevant information to agency management. Develops and maintains detailed knowledge of Department programs. Works on special projects and performs other duties as required.

Qualifications

EDUCATION/EXPERIENCE:

Three years or more experience in working with/for the federal or state legislature Two years or more experience in budget and appropriations matters before/with the state legislature Graduation from an accredited four-year college or university with major course work in Government, Economics, Public Policy, or related field

KNOWLEDGE, SKILLS AND ABILITIES:

Strong knowledge of the state budget and appropriations process is important Strong knowledge of the federal and state legislative processes and state government administration. Skill in compiling, evaluating, and presenting legislative information; in problem solving and negotiating; in policy analysis and research; and in the use of a computer and applicable software. Ability to analyze issues, to work under pressure and meet close deadlines, to communicate effectively, and to supervise the work of others.

PHYSICAL REQUIREMENTS:

While performing the duties of this job, the employee is regularly required to talk and hear; sit, walk, stand, and climb stairs; use hands to use or handle office tools and equipment, including telephone, computer, audio/visual and other equipment; and reach with hands and arms. Occasionally required to stoop, kneel, or crouch; and lift and/or move up to 15 pounds. Specific vision abilities required by this job include ability to adjust focus for work with computers and peripheral vision and depth perception for driving. Ability to drive and travel as needed. Must be able to communicate and exchange accurate information via phone, computer, and in person.

OTHER :

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures.Must be willing to work overtime if necessary which may include nights and weekends.Must attend work regularly and adhere to approved work schedule.
