GENERAL OVERVIEW:

The Senior Advisor for Legislative Affairs engages in advanced legislative and consultative activities. Reporting directly to the Director of External Affairs, this role collaborates closely with the Director and the Executive Director. Operating with a high degree of autonomy, the Advisor is entrusted with significant responsibilities within the Legislative Affairs section of the Division of Policy and Public Affairs (DPPA). Key duties include acting as a vital link between the Department and various stakeholders, including the Texas Congressional delegation, the Office of the Governor, the state legislature, statewide associations, and the general public.

KEY RESPONSIBILITIES:

  • Acts as the primary liaison for the agency with the Legislative Budget Board, the House Committee on Appropriations, and the Senate Committee on Finance.
  • Engages in agency activities during the legislative session, attending hearings and meetings with legislators and their staff.
  • Serves as the agency's Fiscal Note Coordinator.
  • Assists the Director in coordinating agency interactions and testimony before legislative committees, while also training agency staff for these hearings.
  • Supports the Director in responding to legislative inquiries and reviews legislative correspondence.
  • Contributes to reports and policy analyses submitted to agency leadership.
  • Collaborates with the Director to analyze state and federal legislation, preparing reports on new laws and pending legislation.
  • Assists the Executive Director with special projects as needed.
  • Monitors committee schedules and agendas, relaying pertinent information to agency management.
  • Develops and maintains a comprehensive understanding of Department programs.
  • Engages in special projects and performs additional duties as required.

EDUCATION AND EXPERIENCE:

  • A minimum of three years of experience working with or for the federal or state legislature.
  • At least two years of experience in budget and appropriations matters related to the state legislature.
  • A degree from an accredited four-year college or university with a focus in Government, Economics, Public Policy, or a related field.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • In-depth knowledge of the state budget and appropriations process.
  • Strong understanding of federal and state legislative processes and state government operations.
  • Proficient in compiling, evaluating, and presenting legislative information; adept in problem-solving, negotiation, policy analysis, and research.
  • Ability to analyze complex issues, work under pressure, meet tight deadlines, communicate effectively, and supervise others.

PHYSICAL REQUIREMENTS:

  • Regularly required to communicate verbally and audibly; sit, walk, stand, and climb stairs; utilize hands for office tools and equipment; and reach with hands and arms.
  • Occasionally required to stoop, kneel, or crouch; lift and/or move up to 15 pounds.
  • Specific vision abilities include the ability to adjust focus for computer work and peripheral vision for driving.
  • Must be able to drive and travel as necessary.
  • Effective communication and information exchange via phone, computer, and in person are essential.

OTHER REQUIREMENTS:

Candidates must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Overtime may be required, including nights and weekends. Regular attendance and adherence to an approved work schedule are expected.
