Program Specialist VI

The Children’s Mental Health System Navigation Policy Lead (PS VI) will: perform advanced (senior level) consultative and technical assistance work that involves developing, reviewing, and implementing policies that improve system navigation through children’s behavioral health services. This lead specialist will have a strong understanding of children’s mental health issues and their impact on children and families and may work across Health and Human Services Commission (HHSC) and with other internal and external stakeholders to identify gaps and barriers in the Texas children’s behavioral health system.

Serve as the Children’s Mental Health (CMH) subject matter expert in multiple areas related to children’s mental health programs and policy including, but not limited to quality management, utilization management, and performance measures. May also serve as a subject matter expert on children’s systems of care and navigating services and resources at the state and community levels.

Serve as the CMH unit liaison with the HHSC Interagency Staffing unit. This position requires knowledge regarding policy and administration of resiliency and recovery oriented behavioral health programs statewide and CMH specialty programs, such as Multisystemic Therapy, Childrens Crisis Respites, Youth Crisis Outreach Teams, and Residential Treatment Center Project. Work may also involve researching, developing, administering, and revising policies, programs, or products to support Texas Resilience and Recovery (TRR) service delivery system and special children’s mental health projects.

In addition, this position requires participation in internal and external cross-functional workgroups and the ability to interact with executive leadership, multiple stakeholders of diverse professional and cultural backgrounds and provide behavioral health policy expertise on activities that support the overall mission of HHSC and Child and Adolescent Program Services.

Essential Job Functions:
Provides oversight and policy development related to community mental health services for children, adolescents and transition age youth, systems of care and youth with multi-system involvement. Researches and analyzes current children’s mental health policies, identifies gaps, and recommends new policies or policy changes that address the mental health needs of children and adolescents. Reviews existing Texas statutes impacting children’s mental health to identify gaps and barriers and recommends initiatives to address identified gaps and barriers. (30%)

Analyzes legislation to develop funding and policy recommendations related to programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding as it relates to programs benefitting children and families that need access to mental health services. Coordinates all CMH involvement with the HHSC Interagency Staffing unit. Responsible for supporting coordination among internal and external stakeholders, including but not limited to Department of Family and Protective Services and Texas Juvenile Justice Department. Contributes to the Children’s Mental Health Strategic Plan as a CMH representative (30%)

Assesses the effectiveness of existing children’s mental health programs and policies. Works with other program specialists to recommend improvements and identify statutory initiatives. Recommends and supports the implementation of new children’s mental health initiatives. Provides oversight and support to special projects as assigned by the CMH manager (20%)

Collects and analyzes data related to children’s mental health to inform policy decisions and track the impact of implemented policies. Identifies national and state-wide children’s behavioral health trends. Researches evidence-based practices and emerging practices for relevance to Texas children’s mental health programs (20%)

Knowledge Skills Abilities:
Knowledge of:

• the Texas public mental health system and of the HHSC Texas Resilience and Recovery (TRR) program.
• the Performance Contract Notebook and relevant information items, which outline the general requirements of all Texas LMHA/LBHAs contracting with HHSC to provide mental health services.
• local, state, and federal laws, statutes, agency regulations, policies, rules, and requirements pertaining to the provision of community behavioral health services and children mental health services.
• Texas Legislative processes and navigating legislative sessions.
