This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

DEPARTMENTAL INFORMATION

This position is responsible for the supervision and organization of various work tasks for Section employees. Position performs various field and office-based inspections, investigations, audits and data analysis to ensure compliance with local, state and federal rules pertaining to storm water management. 

JOB SUMMARY

This job is located in the Storm Water Quality Division of the Public Works Department with the City of Oklahoma City and is under the direction of an immediate supervisor. The Environmental Unit Supervisor is responsible for developing, coordinating, and implementing environmental policies, procedures, and programs for the City. Essential job functions include: developing and implementing new and existing City programs; monitoring programs and activities for compliance with City codes and regulations; directing major projects by identifying potential environmental issues, traveling to conduct site visits to assess conditions of property and provide effective remedies to problems; conducting feasibility studies; and performing integrated resource planning, management structure analyses and financial evaluations. The employee is also responsible for meeting compliance criteria for securing and maintaining environmental permits and ensuring that federal and state environmental regulations are met. The employee has continual contact with City personnel at various levels, boards and committees, outside agencies, consultants and citizens to exchange information and/or provide technical assistance related to divisional activities. The employee must provide regulatory oversight and perform follow-up enforcement activities including providing warrant documentation and court testimony. The work is appraised as to the attainment of program objectives and adherence to governing laws and regulations.

JOB REQUIREMENTS 

Knowledge of and experience with administering federal, state and local environmental codes, water quality regulations, policies and procedures. Skill in evaluating projects for compliance with applicable regulations and guidelines. Skill in coordinating divisional activities with state, federal, and regional agencies. Skill in writing project specifications, summaries, and reports. Skill in devising solutions to design problems. Skill in retaining and recalling information. Skill in coordinating project research and design activities. Skill in working projects through to completion and within specified time frames. Skill in supervising professional, technical and clerical staff. Skill in conveying technical information both verbally and in writing. Ability and willingness to work independently and assume responsibility for decisions made and the work performed by self and staff. Possession of a valid driver license (Operator). 

DEPARTMENTAL PREFERENCES

Bachelor’s degree or higher in Chemistry, Biology, Environmental Science, Environmental Health & Safety or minimum of eight (8) years applied experience in the regulatory processes regarding storm water quality permit management, impaired waters management, water quality standards assessment protocols, or non-point source water quality assessment. Skill utilizing specialized programs to generate various statistics, summaries, tables and detailed reports to develop and track pollutant reduction strategies. Candidate must be proficient with the use of Microsoft Office programs including Excel, Word, PowerPoint and Access. Experience with the development, design and presentation of program specific educational efforts using internal and external data sources. Candidate must have strong technical and non-technical writing skills in addition to communication and outreach skills. Expertise with the development, review, and audit of Storm Water Pollution Prevention Plans and applied experience with site/facility inspections with regulatory enforcement to gain compliance with local environmental codes, water quality regulations, policies, and procedures.  Minimum of three (3) years’ experience in supervision and program management.

WORKING CONDITIONS 

Primarily inside; outside when conducting field inspections. Subject to working near moving machinery, power tools, and vehicles in motion. Subject to working in confined and cramped spaces. Occasionally exposed to storm elements, such as, rain, hail, lighting, high winds, etc. Occasionally exposed to intermittent or continued loud and insistent noises. Occasionally exposed to large amounts of dust. May be exposed to varying amounts of noxious odors and chemical substances. Work may require non-traditional work hours (including weekends and evenings) to meet established program objectives and to complete special assignments.

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS 

Flexibility, mobility, and body coordination enough to continuously move oneself from place to place when walking over rough terrain, climbing fences, conducting field inspections, etc. Stamina enough to exert oneself physically throughout the working day. Strength enough to lift, push, pull, or carry objects weighing up to 50 lbs. Hearing and speech enough to communicate by telephone, two-way radio and in person. Near vision enough to read the fine print found in specification books, on reduced copies of maps and plans, computer generated reports, etc. Manual and finger dexterity enough to operate standard office equipment, computer keyboards, motor vehicles and utilize routine field inspection equipment, etc.
