Rutgers, The State University of New Jersey is seeking an Assistant Director - Environmental Continuing Education for the School of Environmental and Biological Sciences.

This position reports to the Director of Office of Continuing Professional Education (OCPE)

Among the key duties of the position are the following:

  • Provides day-to-day administrative and programmatic oversight and input to the leadership of office operations with regard to staffing, budgeting, and infrastructure.
  • Guides the development of and makes revisions to an office-wide strategic plan for the revenue-generating Office of Continuing Professional Education (OCPE) to ensure sustainability and alignment with the mission of the NJ Agricultural Experiment Station.
  • Develops coherent plans for open market short courses (online, in person and hybrid) in areas relating to environmental science and associated regulation, including program goals, objectives, outcomes and evaluative methods.
  • Operational facets include goals, objectives, expected outcomes (including financial) and identification of evaluative methods and processes for improvement/change in response to information collected.
  • Develops innovative and effective approaches to provide cost-effective delivery of open market short courses, NJ Department of Environmental Protection contracts, and new program development.
  • Identifies, develops and manages financial resources for the implementation of environmental science and regulatory programs and services.
  • Provides direction and supervision to staff members who directly participate in the planning, implementation and evaluation of these programs.
  • Orients, motivates, trains, disciplines and supervises full and part time staff.
  • Assigns regular duties and provides organized and well-defined instruction and direction for all staff, sets clear and achievable performance standards and expectations, and provides logical and timely interventions in support of staff learning and development in adhering to departmental and University policies and procedures.
  • This position is responsible for the fiscal administration of internal and grant accounts of the university and OCPE as well as the compliance with operational policies and procedures of accounting and grant accounting.
  • Develops and maintains a collaborative partnership and continuous communications with representatives of the NJ Department of Environmental Protection's Bureaus of Recycling/Solid Waste, Water Supply (drinking water and wastewater), and related professional organizations and associations.
  • Maintains communications and relationships with Rutgers's offices of Research and Sponsored Programs (RSP), Grant and Contract Accounting (GCA), Procurement, and the SEBS Business Office to ensure compliance with Rutgers operational policies and procedures.
  • Acts as business development liaison to NJAES and other Rutgers faculty and staff seeking support for their outreach programs from OCPE.
  • Analyzes data and prepares financial documents and reports for internal and external purposes consistent with a broad understanding of the mission and vision, role and goals of the business unit, and the tasks and responsibilities required to meet business unit's goals.
  • Responsible for development and maintenance of strong relationships with professional organizations, members of the business/industrial sector and government agencies to secure instructional expertise and, if available, funding.
  • Ensures superior program performance via content assessment. Works independently with broadly defined work objectives.

Qualifications

Minimum Education and Experience

  • Requires a bachelor's degree from an accredited institution in environmental science, business, communication, management, leadership, or a field related to the mission of New Jersey Agricultural Experiment Station, or an equivalent combination of education and/or experience that demonstrates knowledge of the industries that are served by the position.
  • Requires a minimum of five years' experience and/or advanced degree in a business, programmatic, or managerial discipline or one related to the mission of the NJ Agricultural Experiment Station (NJAES).
Certifications/Licenses

  • Must have a valid driver's license.
Required Knowledge, Skills, and Abilities

  • A background developing and managing projects or programs is required.
  • Requires excellent written and oral communication skills.
  • Requires the ability to create, develop and modify budgets, professional development curriculum, grants or contracts, negotiate, consensus build, collaborate, utilize promotional tools and techniques, and develop creative programs and strategies.
  • Requires solicitation strategies for grant funded opportunities and/or non-profit marketing.
  • Also requires the ability to think strategically; understand the role of government, individuals, corporations and professional associations in continuing education and handle complex organizational detail.
  • Standard industry software and experience articulating values, information, and compelling cases to multiple audiences, one-on-one, through formal proposals and/or presentations.
  • Requires an in-depth familiarity with practices including workplace training needs assessments, content development and instructional learning delivery alternatives (i.e. classroom and online instruction, learning facilitation and technology delivered).
  • Requires strong budgeting, organizational and analytical skills with the ability to initiate, analyze, monitor, evaluate and advance strategic plans and budgets.
  • Must have the ability to lead groups and projects, function as part of an integrated senior management team, manage multiple projects and priorities and meet challenging and changing deadlines.
Preferred Qualifications

  • Must be an experienced professional and/or hold an advanced degree demonstrating success in adult continuing education/professional development, leadership, education or a discipline aligned with the mission of the NJAES.
  • Requires strong interpersonal skills and the ability to work effectively with faculty, deans, senior university administration, government agency staff, professional organizations and clients.
  • Requires the ability to translate and create interest in university programs, research, and priorities to external constituencies, work collaboratively with multiple university departments, schools, colleges and their faculty, deans and development staff.
  • Experience working in a revenue-generating environment.
Equipment Utilized

  • The position will require the regular use of computer on office LAN connected to the Rutgers network.
  • All Microsoft Office programs will be utilized on a daily basis, especially Excel, Word, Outlook and One Drive.
  • In addition, Rutgers systems, including but not limited to Marketplace, Sciquest, RAPSS, ANCOR, Nelnet, Salesforce, Canvas, Kaltura, will be utilized.
  • Use of the OCPE budgeting system is required.
Physical Demands and Work Environment

  • A reliable vehicle for traveling to meetings or to classes on or off campus.
  • Must be able to lift 40 pounds.
  • This position is required to work in the office five days per week for the first six months; afterwards, remote days as needed.
Special Conditions

  • Infrequent travel, mostly in-state, and occasional work on evenings and weekends.
