Provides assistance with activities within other jurisdictions to ensure AOC-wide support to Congressional critical infrastructure-key resources, external emergency management, special programs and continuity programs such as continuity of operations (COOP), continuity of government (COG), enduring constitutional government (ECG) and Reconstitution.
Although AOC is not subject to Executive Branch mandates, examples of similar programs include, but are not limited to:Presidential Policy Directive 8 (PPD-8), National Preparedness; PPD-21, Critical Infrastructure Security and Resilience; National Security Strategy; NSPD-51/HSPD-20, National Continuity Policy.

Resilience Program Development
Develops strategies for planning and developing major agency resilience programs with potential for national impact.
Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources.
Develops, coordinates and implements strategic resilience plans to include mission, goals, objectives and implementation strategies. Formulates and implements plans to improve program policies, practices, methods and organizational structure. Adjusts progress schedules and priorities to meet new requirements or unforeseen situations.Exercises overall responsibility for the annual review of operations and cost allocations and the maintenance of performance standards for organizational units.
As an expert on long-range planning, recommends and participates in developing strategies for implementing planning for a major office or program.
Establishes short-and long-range goals of the organization, develops detailed plans for implementing them and oversees implementation of the goals in subordinate organizations.
Provides a comprehensive analysis of statistical data relating to the organization's operations and directs or personally performs special studies or projects.
Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to program planning and management.
Continuity Program
Plans and oversees a Continuity program providing agency-wide support to the full spectrum of Congressional requirements, such as COOP, COG, ECG and reconstitution, for key agency missions and operations affecting all agency programs.
Develops a multi-year Strategy and Program Management Plan to translate disaster recovery goals and objectives into effective continuity operations and activities.
Conducts threat analyses including the identification of a disaster's unique recovery steps, initiates continuity-related projects, identifies work recovery measures and secondary work sites for functions, determines technical requirements and readiness and identifies training, testing and drill requirements and schedules.
As required, develops an order of succession and delegations of authority in the event that the agency leadership, key personnel and critical resources are unavailable, debilitated or incapable of performing as required.
Contacts, advises and collaborates with high-ranking officials, such as other continuity program managers, congressional staff, state officials and/or private industry executives to synchronize continuity planning, coordinate activities and provide program-related data and information.
Acts as the AOC liaison to the Department of Homeland Security, Federal Emergency ManagementAgency and other Interagency Coordinating Groups on continuity and related issues.
Conducts comprehensive evaluations of ongoing disaster recovery functions to ensure that the agency meets its stated goals and identifies areas where recovery operations and procedures need to be enhanced.
Emergency Management
Coordinates and integrates AOC external requirements for planning, programming, development, oversight, scheduling and overall management of major agency multi-phase emergency preparedness programs, such as managing emergency and continuity plam1ing for substantive, mission-oriented programs encompassing difficult and diverse functions or issues affecting critical aspects of major the AOC programs.
Develops and implements new emergency management plans and methods to accommodate changing program requirements for the continuation of services during periods of natural or man-made disasters or other emergencies.
Plans, coordinates and recommends the conduct of emergency management exercise and drill activities in accordance with Congressional exercise and evaluation programs and other agencies.
Serves as an expert technical resource and authority on the planning and management of emergency preparedness programs that have a significant impact on agency-wide operations and programs.
Perform other duties as assigned.
