Duties

If selected for this position, you will serve as Director of the Division of Family and Community Policy in the Office of Human Services Policy in ASPE, and use your knowledge and experience to optimize HHS's work to improve family and community wellbeing by:

-Defining high priority, policy focused topics for research, evaluation, and policy analysis to inform decisions about human services programs and policy.
-Supervising a staff of social science analysts and program analysts on a variety of issues critical to the development, evaluation, and implementation of human services programs for individuals and families.
-Directing policy analysis, research, and evaluation on a broad range of policy issues related to human services program for individuals and families.
-Developing plans and methodologies for data collection and analysis that aid in the consideration of a broad range of policy initiatives and evaluation of policies that affect human services programs.
-Managing the development of estimates of costs, benefits, and incentive effects of Administration and congressional policy initiatives.
-Briefing highest officials of the Department on results of policy analyses and research and the evaluation of human services programs and proposed policies.

    Qualifications

    Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

    Basic Requirement: You must meet one of the items listed below (A, B, or C):
    A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
    B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
    C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

    Specialized Experience:
    GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the duties listed below:
    • Developing and analyzing policy proposals for human services programs (e.g., legislative, regulatory, or sub-regulatory policy changes).
    • Conducting research or analysis to evaluate human services programs and policies that support, families or non-elderly individuals, including measures such as implementation, outcomes, and equity.
    • Providing leadership or authoritative guidance on the analysis of existing and proposed human services policy issues.
    • Coordinating across multiple human services programs, fields, or sectors to improve results.
