General Position Description

The Senior Estimator estimates and bids to win projects that can be well executed and highly profitable. The Sr Estimator will develop pricing strategies to maximize our operational effectiveness, develop opportunities, enhance returns, and avoid negative impacts during project execution.

Heavy focus will be on environmental remedial action construction, as well as military construction, building renovations with secure spaces, hangar buildings/aircraft support spaces, maintenance facilities, operations facilities, and mission critical environments.

The Senior Estimator is responsible for leading the estimating team, the coordination of bid documents, labor productions, subcontractor and vendor pricing, subcontractor and vendor relationships, owner estimates, and working with the Executive team on project schedules and risks.

Responsibilities

  • Focus on team building and employee growth
  • Provide Senior-level training and development
  • Craft bid conditions/clarifications and negotiate with clients
  • Thoroughly investigates the specifications, scope of work, and drawings of a bid and develops a complete understanding of the requirements.
  • Accurately and timely performs and/or delegates takeoffs and calculations and analyzes data.
  • Takes site visits to gather detailed, relevant data on project site conditions and effectively incorporates this information during the bid process.
  • Meets with subcontractors prior to bidding to develop a relationship
  • Conducts field visits to existing projects to verify production rates and learn new construction techniques. Adjusts bid methods accordingly.
  • Attends team kick off and schedule oversight meetings, red team reviews, and/or additional reviews.
  • Negotiates agreements that optimize cost, quality, and delivery using the company buyout procedure.
  • Demonstrates comprehensive understanding of the contract documents and the potential risks for a project. Makes well-supported recommendations on how to mitigate and price risks to executive management
  • Helps develop pricing strategies. Qualifications
  • For Security Clearance Requirements – must be a US Citizen, as required.
  • Bachelor's degree in Engineering, Construction Management, Engineering Technology or other equivalent degree and/or experience.
  • Eight or more years of relevant environmental and remediation experience.
  • Experience working with the Federal Government and understanding FAR requirements.
  • Comprehensive understanding of markets, clients, and competitors
  • Comprehensive understanding of remediation (soil and groundwater) treatment options such as thermal desorption, groundwater extraction, carbon filtration, soil stabilization, bioremediation, and other treatments.
  • Comprehensive understanding of remediation construction options such as site caps and landfills, perimeter cutoff walls, shoring and excavation in residential and commercial settings, ground water extraction, and groundwater treatment plants.
  • Comprehensive understanding of soil and groundwater CERCLA and RCRA transportation and disposal options.
  • Comprehensive understanding of soil and groundwater sampling requirements for disposal and pre and post excavation activities.
  • Comprehensive understanding of mechanical and hydrologic dredging operations, a plus.
  • Deep knowledge of multiple professional types of work and systems
  • Successfully led and managed complex bids
  • Excellent teamwork, communication, and people skills a must.
  • Entrepreneurial with a well-rounded business perspective.
  • Has a solid time management system and demonstrates excellent organizational skills
  • Proficient in Microsoft Suite (Excel, PowerPoint, Outlook, Word, etc.), On Screen Takeoff (OST) or other digitized software, and plan and spec reading. Experience with HCSS bidding software, a plus.
  • Experience bidding cost reimbursable Federal contracts is a plus.
  • Expert knowledge of estimating, engineering, cost tracking systems and site surveying. Pay/Benefits Conti Federal offers great benefits.
