Position Description
The City of Minneapolis is looking to fill two positions for Complaint Investigation Officer. One in the Civil Rights Complaint Investigation division and one in the Labor Standards division.
Investigate and mediate complaints from the public who believe that they have been subjected to discriminatory treatment under the City Ordinance Chapter 139.40orImplement labor standards compliance and respond to complaints from the public who believe that they have been subjected to violations under the City's workplace regulations including sick and safe time, minimum wage, and wage theft.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

The City of Minneapolis does not sponsor applicants for work visas.
Job Duties and Responsibilities
  • Plan and conduct independent investigations into allegations of violations of City Ordinance.
  • Interpret and apply discrimination or labor laws, regulations, procedures and policies.
  • Analyze and evaluate information from the person who submitted the complaint, the alleged wrongdoer and any witnesses for the purpose of drafting questions and conducting interviews.
  • Perform on-site fact gathering missions when necessary/appropriate.
  • Conduct pre-determination mediations or negotiation with/between the involved parties using mediation techniques.
  • Participate in post-determination settlement conferences/negotiations.
  • Draft pre-determination and post determination settlement agreements when necessary.
  • Process a variety of documents and correspondence.
  • Perform educational and outreach activities so that the provisions of the City Ordinance and the services of the Civil Rights Department are known and understood by the community.
  • Work in partnership with other organizations to further the department's mission and the City Ordinance.
  • Maintain current knowledge of developments in equal opportunity law and/or labor law and other applicable disciplines, as well as the social and economic characteristics of the relevant labor areas as they relate to equal employment and workplace regulations.
  • Submit case inventory and status reports on a weekly and monthly basis.

Required Qualifications

Minimum Qualifications: Bachelor's Degree, with course work in areas related to assigned duties, or equivalent.

Minimum Experience: Two years experience performing directly related duties in the Civil Rights field or equivalent; equivalent combinations of training and experience may qualify.

Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process: The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Eligible List Statement: The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection: The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities
  • Jurist Doctor Degree Desirable.
  • Fluency in one or more of the six foreign languages that are most prevalent in Minneapolis (Spanish, Hmong, Somali, Laotian, Oromo, and Amharic).
  • Knowledge of the Minneapolis Civil Rights Ordinance or the City's workplace regulations and State and Federal discrimination or labor laws.
  • Ability to interview parties and witnesses and investigate claims.
  • Ability to handle multiple cases at a time and their work flow and process cases to completion within the proscribed time period.
  • Knowledge of and the ability to use on-line law resources such as Westlaw.
  • Knowledge of current developments in discrimination or labor law and applicable disciplines.
  • Ability to work with individuals from diverse backgrounds, including knowledge of cultural etiquette.
  • Ability to organize and give attention to detail, analyze, appraise and present evidence, facts and precedents.
  • Demonstration of sound and ethical judgment by making decisions based on facts and logic
  • Ability to facilitate, mediate, conciliate and negotiate disputes.
  • Ability to conduct legal research, statistical analysis and other investigative methodology.
  • Developed oral and written communication skills, and technological proficiency.
  • Ability to work as team and understand cooperation and collaboration to accomplish Division and Department goals.
  • Ability to multitask and handle stressful interactions with members of the public.
