Duties

Develops and manages processes to achieve organizational goals and expectations and makes decisions that produce high-quality results through applying technical knowledge, analyzing problems, and calculating risks. Ensures that human and material resources are effectively and efficiently utilized to achieve the compliance program objectives; continually appraises assigned programs to ensure they are operating effectively; and effects changes and improvements.

Evaluates goals and objectives; analyzes program areas to identify problem areas and those in need of improvement; and directs and evaluates special studies for the purpose of determining the effectiveness of all DEA programs.

Provides advice, guidance, and on-site direction; and manages external audits and compliance reviews; ensures that DEA operations, policies, regulations, and procedures in assigned program areas comply with federal statutes, Department of Justice directives, and applicable regulations and guidelines; develops policies, guidelines, standards and procedures for audits and investigations; coordinates activities and maintains liaison with all levels of DEA management and other federal, state and local agencies.

Develops, monitors, and evaluates agency-wide priorities at the direction of the Administrator, Deputy Administrator, and Associate Administrator. Produces and reviews position papers for the Administrator, Deputy Administrator, and Associate Administrator on DEA policies and procedures, external audit activities, compliance reviews, and emerging risks.

Performs comprehensive policy analysis, planning, program evaluations, special studies, and surveys covering a broad range of DEA policies and operations worldwide. This includes the development and utilization of complex and sophisticated methodologies to assess the effectiveness of programs in attaining agency goals and objectives. These routinely encompass such factors as cost-effectiveness, attainment of stated program goals and objectives, and compliance with agency mission and other federally mandated rules and regulations.

    Qualifications

    Qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management, and administration and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. Applicants must meet the qualification requirements by the closing date of this announcement. Eligibility for this position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position.

    Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs).     EXECUTIVE CORE QUALIFICATIONS: To receive serious consideration, applicants for this position must demonstrate successful performance and creative leadership in prior managerial position(s). Applicants must submit a statement for each of the five ECQs listed below. Statements shall be limited to a maximum of TWO pages per ECQ. One-page statements are acceptable.

    MANDATORY TECHNICAL QUALIFICATIONS: Applicants must submit a statement for each of the MTQs listed below. Please give a complete and detailed answer for each mandatory qualification. Statements shall be limited to a maximum of ONE page per MTQ.

    MTQ 1 - Demonstrated knowledge and ability to oversee programs of a complex or multi-faceted nature.

    MTQ 2 - Demonstrated experience in executing programs or policies designed to protect workers including addressing discrimination issues.

    MTQ 3 - Demonstrated depth of experience regarding communication, collaboration, and consensus building to support programs, policy development, and/or policy implementation to meet strategic goals or outcomes. Include any examples of success garnered through cooperative relationships and activities with internal and external stakeholders with varying and competing interests.
