Main Purpose of Job

The main purpose of this full-time contractual position is to design, develop, test, and maintain programs to enable the\r
computerization of all manually performed processes including the online submission of and processing of all licensure/registration applications, status change applications, other\r
applications, document requests, online payment of all fees for the Massage Therapy\r
Examiners and Chiropractic Examiners boards, submission of and processing of complaints\r
against licensees and registrants, and tracking of investigations. This position will train staff in the use of the new applications.\r
\r
\r
This position is eligible for hybrid telework (40% = 2-days weekly) which is subject to approval from the supervisor.\r

MINIMUM QUALIFICATIONS

Experience: Four years and six months of experience, six months of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years�of experience�converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.\r
Notes:\r
1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required�experience.\r
2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.\r
3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and applications programming using generally accepted computer programming languages or other developmental tools for the additional four years of�the required experience.\r
4. Candidates may substitute additional experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.\r
5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related�field and six months of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.\r
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.\r

SELECTIVE QUALIFICATIONS

The selected candidate MUST have 5-year's experience using MS SQL database.\r

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:\r

Experience developing, launching, and maintaining electronic payment platforms\r
�Experience extrapolating information from an online system and generating management reports\r
Experience designing, updating, and maintaining website content including educational videos\r
Experienced developing and maintaining an integrated Management Information System.\r

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
