Summary

This position is located in the Air Traffic Organization (ATO), Safety and Technical Training, Policy and Performance Directorate, Safety Management Group (AJI This Group is responsible for developing an integrated safety policy; coordinating Safety Management training for the Air Traffic Organization (ATO); and, for monitoring the safety performance of National Airspace System (NAS) changes while facilitating the Safety Risk Management (SRM) process.



Duties

This position is a Management and Program Analyst responsible for applying experience and expert knowledge of analytical and evaluative methods and techniques to analyze and evaluate aviation industry Safety Management Systems (SMS) and to revise and modify complex Safety and Technical Training SMS policy, guidance and training to support the safety of the National Airspace System (NAS). This work directly effects the Safety and Technical Training Service Unit, the ATO, and the Federal Aviation Administration (FAA).

As a recognized expert providing leadership for highly complex and challenging activities under the minimal direction of a manager; and responsible for having a shared responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole. Participates in meetings to collaborate on program direction and to communicate project results. Uses project and/ or program management fundamentals to define and direct challenging projects/programs/activities involving ATO and FAA SMS policy and guidance. As a project manager leads projects involving the assessment and identification of safety risk of NAS changes or existing safety issues associated with the provision of air traffic management services. Identifies safety performance targets and ensures these are being met to improve organizational efficiencies. Identifies, defines, and organizes resources for large projects/programs/work activities; and acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

Possesses knowledge of the Safety Management System (SMS) and Safety Risk Management (SRM) Guidance for System Acquisitions (SRMGSA) to analyze and interpret FAA policies in an effort to ensure compatibility and consistency with the SMS. Performs quantitative analysis to compile numerical data using statistical methods to describe, summarize, and compare data for management to make informed decision. As a subject matter expert in qualitative analysis to performs reviews, forms responses and proposes changes to the ATO SMS Manual and FAA Order JO by clarifying and updating existing SMS policies to improve organizational effectiveness and efficiency. Responds to questions, promotes policy changes and serves as a principal point of contact for ATO customers on SMS interpretations and issues. Serves as a certified ATO SRM Practitioner trainer, facilitates SRM and SRM Facilitation courses.

The Analyst analyzes quality assurance policies and methods to evaluate the integrity of all SMS policy documents. Develops processes and innovative methods to document SMS criteria. Formulates and recommends to senior management positions on major safety management issues and determines whether recommendations conflict with existing policies. Participates in cross organizational teams to coordinate and schedule programs associated with the management of integrated safety policy and mitigation systems involving acquisitions and operations.

Uses automated programs such as Microsoft Professional Office Suite, Share Point, other software and automated systems to develop SMS manuals, safety policy, guidance, training and promotional material, supporting risk analysis documentation and reports as required.

Contacts are internal and external to the Safety Management Group and the Directorate and include senior management, industry, and stakeholders to enhance SMS policy and guidance. The Analyst often represents the Group as a principal point of contact to provide advice and guidance on the application of SMS policies and procedures. Prepares, reviews, and recommends approvals of major reports on projects, programs, and other work activities. The Analyst has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the project. The Team Manager typically reviews work only at completion for success in achieving planned results.
