Summary

Telecommunications Integrated Services (TIS) organization is responsible for implementing acquisition, integration, deployment, and execution management for modernization of the telecommunications infrastructure supporting services in the National Airspace System (NAS).



Duties

This organization leads cross-organizational efforts to keep critical sustainment programs on track, develop and deploy telecommunications services, and implement an innovative acquisition strategy for the FAA Enterprise Network Services (FENS) Program. Candidates selected under this job announcement may be realigned to this new telecommunications organization.

The four (4) PMO directorates' key functional areas are: (1) integrated resource management, engineering planning, analysis and integration, and program health management and acquisition support; (2) services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency; (3) implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS; and (4) support aircraft separation services provided by controllers to pilots with accurate and capable

surveillance and automation.

As a participating specialist and subject-matter expert, the Management and Program Analyst provides analysis and leadership on a wide range of acquisition management and program related issues to include financial management, technical performance management, risks, issues and opportunities, and contract management. Develops and analyzes program requirements and plans, and recommends

innovative solutions to streamline and improve processes consistent with Program Management Organization (PMO) program management policies, guidance, and initiatives; and interprets FAA and organizational policies, guidance, and initiatives. Applies expert knowledge of qualitative and quantitative methods and techniques; analytical and evaluative methods; and project management principles. Analyzes project cost, schedule and technical performance, and make recommendations to aid in decision-making, taking action, addressing variances, and allocating resources to deliver results using Earned Value Management (EVM) or other evaluative disciplines.

Uses knowledge of Acquisition Management System policies and processes, to leads the development of the overall acquisition strategy, business strategy for dual use technology, market strategy, and baseline performance measurements and establishes metrics comparing performance with the baseline. Applies knowledge of comparative analysis to use documented sources, calculations and tools to conduct comprehensive market research, develop and coordinate cost benefit and alternatives analyses. Uses automated tracking systems such as the Corporate Work Plan, SPIRE, REGIS, DELPHI, PRISM and Oracle tools to track the program according to FAA policy for financial planning, budget development and execution. Uses quantitative and qualitative techniques such as earned value management to analyze financial information to deliver results and monitor contract performance, schedules and budgetary requirements. Ensures vendor deliverables are tracked and meet expectations and invoices are paid in a timely way. Leads configuration boards or other forums to determine approved tasks for contractual actions.

Applies experience using advanced automated evaluative tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. Leads teams responsible for planning, monitoring, and conducting complex special projects, studies and initiatives. Analyzes problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to develop and recommend effective solutions. Ensures the development of knowledge bases for future use by PMO programs and teams.

Contacts are internal and external to the FAA. Applies and understands the rules of engagement when working with unions. Performs mentoring to junior analysts and team members.
