Duties


Understands the work of the Library and CLLE's strategic direction and develops engagement activities that meet the needs of diverse audiences and the Library.

Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs.

Manages research, analysis and planning on the various learning and experience design programs to ensure that best practices and expert thinking are considered in meeting the Library's overall mission.

Designs evaluation and program quality control measures.

Determines whether progress is being made toward attainment of program objectives and the necessity for program expansion, contraction, or revision, considering current and anticipated needs.

Draws inference from the evaluations and makes recommendations to the Chief of Informal Learning.

Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work.

Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Observes workers' performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary.

Works with the Chief of Informal Learning on long-range planning as well as short-term strategies. Participates in strategic planning for the purposes of devising training and development for increased programming impact.

Prepares proposals to identify and evaluate innovative means for obtaining objectives keeping current with the latest advances in the field of informal learning and experience design.

Plans, organizes, and manages the educational programs, activities, and daily operations of informal learning programs and spaces.

Develops volunteer and intern opportunities for the Informal Learning Office as well as the training and interpretive programs in support of the Visitor Engagement Volunteers; coordinates with staff and volunteers to conduct and complete program-related assignments and activities.

Writes correspondence, reports, grant proposals, budgets, and other documents related to self-directed work assignments or developmental activities. Gathers, interprets, and analyzes information to develop records information necessary for reports.

Responsible for communicating programming plans leading tours and making presentations for donors, funders, public audiences, representatives of the media, members of Congress and other U.S.

government officials and their staffs, as well as foreign government and institutional representatives and dignitaries.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.


Ability to supervise and lead a diverse workforce.**Ability to apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.**Ability to provide administrative program management that support the goals and objectives of the organization.**Ability to communicate in writing.

Ability to convey analysis and information orally through briefings, consultations, and other presentations.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
