Duties

Major Duties and Responsibilities:


The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security.

The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.


Plan, research, develop, and communicate in-depth analyses of complex and significant national, regional, and/or global issues for senior policymakers and key components in the Intelligence Community (IC), law enforcement, and the Office of the Director of National Intelligence (ODNI).


Plan, prepare, and present written and oral briefings to senior internal and external customers on significant intelligence issues; explain complex concepts to non-expert customers and tailor the product to correspond to customer needs.


Lead, plan, direct, and coordinate the preparation of tactical, multidisciplinary, and strategic analysis that supports key US national security and foreign policy objectives and helps shape IC analysis and priorities.


Cultivate, and maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate and use these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas.

Build and leverage diverse collaborative networks within the ODNI and across the IC.


Assist SFG and partner with the Director for Environment & Resources to manage and drive the Climate Security Advisory Council and the National Academies Climate Security Roundtable for maximum utility and impact to the IC.


Conduct analysis on developments and trends in global environmental and natural resources issues-such as food and agriculture security, water and energy security, climate change, humanitarian and disaster relief operations, the Polar regions, how states compete or cooperate on these issues.


Conduct analysis on how these trends and stressors will intersect with and drive migration patterns, global health effects, risks to the financial system, military capabilities, and innovative technological responses to the energy transition and climate impacts.

Partner with other experts within the NIC and across the IC to identify these linkages.


Assist SFG in producing Global Trends 2045, as well as conducting strategic foresight analysis that integrates multiple transnational trends to identify novel areas of risk and opportunities into the future.

Assist intelligence analysts across the IC with analysis of climate security and its impact on the range of national security issues


Facilitate communication and coordination between elements of the IC and elements of the Federal Government in collecting on and conducting analysis of environmental security and resource issues.

Help manage and steer the IC Environmental Security Working Group for maximum impact to the IC.

Communicate out policy priorities and IC impact to the broad climate and environmental security community with regular written and briefing updates.

    Qualifications

Mandatory Requirements:
Superior record of well researched and written analytic products.


Superior knowledge of the potential national security implications of climate change and changes in the environment and access to natural resources would be helpful to this position.

Expert knowledge of scholarship and scientific research on these issues.


Expert critical thinking and reasoning skills including the ability to quickly draft high-quality, complex, and well-written analyses, reports, and briefings of developments in the environment and natural resources for IC consumers and policymakers at the highest levels of the US Government.

Superior ability to conceptualize analytic topics and, with limited supervision, lead analytic teams with multi-disciplinary expertise.

Superior interpersonal, collaborative, and networking skills, including the ability to interact with, solicit opinions from, and understand internal and IC counterparts and key consumers; the flexibility to remain open-minded and modify opinions on the basis of new information and requirements; and the deftness to work with and fairly represent the IC when analytic views differ among agencies.


Superior ability to apply expert knowledge of ODNI, IC organizations, and relevant customer organizations or operations (e.g., military, policymakers, and law enforcement), in order to effectively translate their requirements and provide appropriate output or responses to meet customer needs.


Expert organizational and interpersonal skills, including the ability to effectively represent ODNI in interagency meetings and communicate effectively with people at all levels of leadership and knowledge as to the impact of environment and natural resource issues on US interests.

Generally, twelve or more years of related work experience.
