Main Purpose of Job

The main purpose of this full-time position will be to perform the full professional work for the Maryland Department of Health (MDH) in the procurement of commodity, equipment, solicitations, contract, services and agreement actions exceeding the $50,000 delegated authority of facilities and headquarters units within MDH.\r

This position will be responsible for processing complex procurements, serving as a program expert, statewide technical expert, and resource person training staff and ensuring that the Department's procurement of services is done in accordance with the State Finance and Procurement Article, COMAR Title 21 and various policies and procedures established by the Board of Public Works and Department of General Services/Office of State Procurement.\r

This position will also perform market analysis and research to promote and encourage vendors to participate in MDH contracting opportunities, documenting the results of such encounters, and compiling lists of potential vendors that provide or furnish needed goods and services.\r
\r
\r
In addition, this position will acquire knowledge concerning competitors of these goods and services and monitor competition to continually find new competitors to build and maintain a full pipeline of vendor prospects in a specific industry and make direct solicitations to potential vendors when procurement opportunities become available.\r

PLEASE NOTE: This position is hybrid telework eligible.\r

MINIMUM QUALIFICATIONS

Experience:�Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.\r

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.\r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in contract management or�procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.\r
3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for the required experience.\r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:\r

State procurement or contract management experience.\r
Experience creating complex procurements within a government agency.\r
Experience with and knowledge of Maryland procurement laws and regulations.\r
Experience with vendor management and auditing.\r
Experience using the Maryland Financial Management Information System (FMIS).\r
Experience writing and conducting pre-bid/proposals, site visits, and conferences for advertised solicitations.\r
Experience in contract monitoring for a government agency.\r
Certification as a Procurement Professional from the Maryland Department of General Services.\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.�Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
2.�Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.\r
